PURPOSE OF THE POSITION

To provide technical support to the Ministry of Health and Population (MoHP), Government of Nepal and partners to strengthen Public Health / Clinical Interventions needed for multi-hazard Emergency Risk Management (ERM) in the Health Sector through addressing prevention, risk reduction, preparedness, readiness, response and recovery components in line with the national health sector ERM and Health Security (HS) and facilitate the discharge of the critical functions of the WHO Nepal Incident Management System for COVID-19 response.

Eligibility to the roster and subsequently eligibility for contracts will depend on candidates meeting the minimum requirements for the positions, the terms of references of the assignment, qualification and years of experience in the relevant field and the scores achieved in test and interview.

SUMMARY OF ASSIGNED DUTIES

Under the overall supervision of WHO Representative and Team Leader – WHO Health Emergencies Programme; in close coordination with the relevant Technical Officers/ IMS Pillar Leads and National Professional Officers of the WHO Health Emergencies Programme of the WHO Country Office for Nepal, the Health Emergency Response Officer- Public Health/Clinical will perform the below functions:

  1. Provide technical assistance to key entities of the Ministry of Health and Population (MoHP) on the establishment/strengthening/functioning of an Emergency Management System /Emergency Operation Centre (EMS/EOC) for multi-sectoral emergency management in the health sector that includes staffing, defined roles/responsibilities and resources for key functional areas including:

    1. Planning, design, development and maintenance of emergency operations tools, including databases, for proper monitoring, alert and response to multi-hazard events.
    2. Data collection, analysis and utilization of data in emergencies to improve capacity to detect, prevent and respond to health hazards.
    3. Producing customized reports and providing other timely information to government, health partners and donors as required on multi-hazard emergencies.
    4. In cooperation with relevant govt. entities and partners; validate the relevant information, communications, advocacy products and statements to the public.
    5. Technical monitoring of emergency health responses to support quality and evidence-based implementation, identify bottlenecks and potential problems for appropriate resolution.
  2. Support national and provincial health authorities; partner with UN agencies, international, governmental and nongovernmental organizations/institutions, to:

    1. Assess and map existing and emerging health risks in the country and prepare a national risk profile based on standard risk assessment methods.
    2. Assess health needs of affected populations in cooperation with health cluster and sub-clusters.
    3. Assess capacities for emergency management, including preparedness and response readiness, and support the effective implementation of the Health Emergency Response Plans.
    4. Review the Health Emergency Response Plans for appropriate public health actions, including the development of contingency plans for specific high priority risks.
    5. Assess and enable development of coherent utilization of the resources mobilized by the government and the partners for the overall health sector resilience to multi-hazard emergencies.
  3. Support the development of technical guidelines and SOPs for health response operations during emergencies/disasters.
  4. Support coordination of health response in emergencies through development of systems and tools that ensure rapid and efficient response to health needs in emergencies.
  5. Strengthen health response readiness as part of prevention; disaster preparedness; and recovery from health emergencies including the full spectrum of public health emergency management core capacities.
  6. Maintain effective partnerships with all emergency operations stakeholders to exchange critical and technical information and resolve program/project implementation issues to ensure results are achieved as planned.
  7. Contribute to delivering quality logistics and operations support through the development of monitoring, quality assurance and risk mitigation tools that support public health and patient safety norms in emergency health interventions.
  8. Support innovation and operational research in partnership with different research institutions and other partners in the area of emergency health management interventions.
  9. Represent WHO among external stakeholders, with respect to the country operations; and participate in the implementation of the organization’s activities in joint response and recovery interventions during disasters and public health emergencies as required and delegated.
  10. Perform other related duties as assigned by the Team Leader – WHE Programme and WHO Representative.

  • Good knowledge in outbreak response, disease control and emergency risk management in the health sector/clinical management of infectious diseases and hospital preparedness for infectious hazard/ multi-hazard emergency management
  • Very good analytical skills including ability to collect and analyse technical data and information and to draw and present conclusions in written and spoken form.
  • Very good writing skills in English, including the ability to write clear and concise progress reports, analytical reports, plans and proposals

EDUCATIONAL (QUALIFICATIONS)

Essential: University degree in medicine from an institution recognized by the Nepal Medical Council with valid registration in Nepal Medical Council (NMC).

Desirable: Masters in any Public Health / Clinical discipline.
