You have:
- Minimum first university degree in computer science, programming, information technology or engineering.
- Advanced university degree for high end of range in relevant fields.
- 5 to 10 years of experience in the design, implementation, and management of DHIS2 applications.
- Experience in the implementation and management of National Health Information Systems (NHIS).
- Expert knowledge of English (Read-Write-Speak).
- Intermediate knowledge of Arabic or French (Read-Write-Speak).
- In-depth knowledge of Health Information Management Systems and technologies.
- Purpose of consultancy
The purpose of this consultancy is to provide technical expertise to the Health Emergency Information and Risk Assessment (HIM) Unit of the WHO Health Emergencies (WHE) Programme to contribute the implementation of the District Health Information Software (DHIS2) and the strengthening of the Health Information Systems (HIS) in the countries of Eastern Mediterranean Region.
The expected outcome of this consultancy is to support HIM in implementing the DHIS2 that will contribute to enhancing the detection, reporting, analysis and communication of information/data on public health emergencies at regional and country levels in the EMR.
- Background
The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
The Health Emergency Information and Risk Assessment Unit is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.
The District Health Information Software version 2 (DHIS2), an application that is used in more than 70 countries around the world, is an open source software platform for reporting, analysis and dissemination of data for all health programs, developed by the Health Information Systems Programme (HISP) in the University of Oslo (UiO). DHIS2 has been adopted by EMRO and several EMR countries, initially mainly to support the health information management systems, but also since the COVID-19 pandemic started, to facilitate the detection, management, analysis, and communication of COVID-19 and other public health emergencies data.
- Deliverables
The consultant will be responsible for the following outputs/deliverables:
Output 1: Maintenance of the cloud server as per WHO security requirements and standards, installation of new DHIS-2 instances, and migration of existing databases to the new DHIS2 instances
Deliverables:
Deliverable 1.1: Maintain by upgrading the cloud server, patches fixing
Deliverable 1.2: Upgrade the DHIS2 to a latest stable version or revisions
Deliverable 1.3: Migrate the existing databases to the new DHIS2 instances including but not limited to Vaccine pillar, PHSM, COVID-19 M&E
Output 2: Configuration of the data visualization and the automated analysis
Deliverables:
Deliverable 2.1: Automate the data analysis process for the newly migrated databases
Deliverable 2.2: Creating a Business Intelligent (BI) tools including different dashboards and scorecards for the migrated databases
Deliverable 2.3: Create APIs for the newly migrated databases and share them with relevant parties
Deliverable 2.4: Implement the Data quality monitoring standards whenever it is applicable.
Deliverable 2.5: Create different security mechanism including User role and Groups to grant or limit access of data for end-users
Output 3: Technical training on the server setup, on the administration of the DHIS-2 instances (backup management, data migration, integration of several instances, offline mode management), as well on the use of the application
Deliverables
Deliverable 3.1: develop Hands-on trainings for HIM-DHIS2 technical focal point to setup and manage a new server, maintain the existing one, all sort of a back-up management, update & upgrade DHIS2 application and the databases
Deliverable 3.2: Facilitate an online training for DHIS2 targeting technical staff of the country offices (emergency countries)
Deliverable 3.3: Conduct Technical mission to countries in the region to support with piloting or implementation of DHIS2
Output 4: Create new databases in DHIS2 and migrate the legacy data for the selected countries in the region
Deliverables:
Deliverable 4.1: Prototype database is developed for selected countries in the region
Deliverable 4.2: The legacy data is cleaned and migrated
Deliverable 4.3: Build the capacity at the country level for the use and customizing the databases
Output 5: Concepts for using DHIS2 as the electronic platform for emergency health data management in the EMR
Deliverables:
Deliverable 5.1: Develop a comprehensive technical report proposing modalities in which DHIS2 can support emergency health information management, and pilot it in one country.
Deliverable 5.2: Training the selected country on how to use DHIS2 focusing on Data collection and Analytics
Deliverable 5.3: Submit the report on the lesson learned from the Pilot country.
- Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in computer science, programming, information technology or engineering and other relevant degrees from an accredited institution.
Desirable: Post graduate certificate in Health Information Management Systems.
Experience:
Essential: 5 to 10 years of experience in the design, the implementation and the management of DHIS2 applications.
Previous experience in the implementation and the management of National Health Information Systems (NHIS).
Desirable: Experience of working with UN organizations.
Skills/Knowledge: Essential:
- Excellent knowledge of health information management system (HMIS) and technologies especially as they apply to public health
- Demonstrated experience in the design and implementation of DHIS2 applications
- Demonstrated ability to synthesise and work with feedback from a range of reviewers.
- Sound analytical and organizational skills.
- Proven ability to write in English in a clear and concise manner.
Languages and level required (Basic/Intermediate/Expert):
- Essential: Expert knowledge of English (Read-Write-Speak)
- Desirable: Intermediate knowledge of Arabic or French (Read–Write–Speak)
- Location
The consultant is expected to perform her/his work remotely with frequent visits to the WHO Regional Office in Cairo, Egypt
- Travel
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
- Medical clearance The selected consultant will be expected to provide a medical certificate of fitness for work.
