OBJECTIVES OF THE PROGRAMME

The Health Systems Development (HSD) Division supports the Government of the Lao People’s Democratic Republic(PDR) to attain universal health coverage for better and equitable health outcomes. Health systems act as the foundation that both underpins and unifies public health efforts aimed at combating diseases and building healthy communities in an efficient and equitable manner, especially for high priority and under-served and vulnerable population groups. A strong health system foundation enables effectiveness of individual programmes and efficient use of shared system resources for all programmes. In addition, it also promotes community empowerment and participatory governance as a means of integrating equity-enhancing and rights-based approaches as well as addressing the social determinants of health.

DESCRIPTION OF DUTIES

Within the delegate authority, the incumbent is assigned all or part of the following responsibilities:

  1. Provide administrative assistance to the Division or the immediate supervisor on aspects of planning, resource allocation and HR management of the programmes and projects of the Division. Brief staff in the Division on budget, financial, administrative, HR and other procedures and practices and monitor the correct use of the WHO financial rules and regulations by staff in their implementation of funds.
  2. Prepare relevant administrative and project documentations for obligating documents such as direct financial cooperation (DFC), general external service (GES), agreement of performance of work (APW) and other direct procurement for business management online systems. Upon clearance, initiate actions for execution including administrative project monitoring and evaluation, etc. Cross-check obligating documents available from business management on-line systems, monitoring the availability of funds and alerting to upcoming shortfalls, updating files, and transferring funds as instructed; upon instruction, clearance of obligating documents, checking them for completeness, and following-up on missing elements as required.
  3. Maintain, monitor and record payments for DFC requests, procurements, statements of expenditures, and other financial transactions; prepare regular budgetary statements and financial implementation reports of project activities; and alert supervisor on issues of compliance with work plans, financial rules and regulations and award agreements. Follow up on the mid-term reviews and the end of year of biennium closure of accounts exercise for the Division.
  4. Prepare and submit procurement requests into business management on-line systems and follow up all procurement process; and initiate and complete formalities of incoming and outgoing shipments (via customs clearances) in a timely manner.
  5. Review contractual documents, including award numbers, earmarking funds, and verifying and clearing payment requests; and prepare appropriate draft contracts for individuals or service providers such as APW and other contract modalities (e.g. short-term consultant, special service agreement). Monitor and follow up on all contracts including extension and renewals, drawing the attention of the supervisor to problems, inconsistencies delays, and other anomalies detected.
  6. Provide assistance on the WHO Country Office HR and administrative issues.
  7. Manage the smooth running of the administrative functions in the Division such as arranging appointments for the supervisor and other members of the Division, including visiting staff and consultants, as and when required; receive visitors; place and screen calls; respond to routine requests for information and prepares briefing folders for supervisor's duty travels; and maintains an up-to-date status of the office space and acting as the office space focal point.
  8. On own initiative draft routine correspondence, and upon instructions and guidance draft correspondence of a nonroutine character; finalize correspondence/reports for signature; analyze incoming correspondence and requests, researching, obtaining and attaching background information where required, or redirecting them as appropriate, drawing the attention of the supervisor or other senior staff concerned to urgent items and deadlines.
  9. Take minutes in the Division group meetings as needed.
  10. Provide administrative support in the arrangements for meetings, workshops and training courses, including preparation of related folders. Perform general administrative tasks and related duties to Division activities as required, such as providing correspondence on administrative issues with national counterparts, maintaining files and records of all essential documents and reports, and maintaining a follow-up system on deadlines.
  11. Perform other related duties as required or instructed, including providing support to other areas of work as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school or equivalent (technical or commercial school). Desirable: Formal secretarial/administrative training or Bachelor's or undergraduate degree. Formal or self-training on the use of standard office software. Training in accounting theories and principles.

Experience

Essential: A minimum five (5) years' experience in secretarial or administrative positions Desirable: Experience in oracle-based or other enterprise resource planning systems, experience in programme support, relevant work experience in WHO or another international organization such as a UN agency, embassy and/or large multinational corporation.

Skills

  • Strong skills to work independently. Strong organization and office skills, as well as skills in note taking and minute writing.
  • Sound knowledge and skills using a variety of office and computer packages.
  • Thorough knowledge of office procedures, including accounting principles and the ability to acquire quickly knowledge of WHO and/or UN administrative rules, regulations, procedures and practices.
  • Excellent organizational, communication and interpersonal skills.
  • Ability to multitask and work under pressure.
  • Ability to exercise discretion at all times in judging the importance, urgency and confidential nature of various issues and act with tact, diplomacy and respect when dealing with staff and external partners.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 10,066 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
