OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

For more than 40 years, PAHO Revolving Fund (RF) has been supporting Member States and Territories in the Latin America and the Caribbean to capture forecasted demand of vaccine, syringe and other related immunization supplies across the region and leveraging economies of scale to then assure access to high-quality vaccines and at the lowest possible prices. Currently, PAHO Revolving Fund is serving to 41 Member States and Territories, with a procurement volume of more than $750 million annually covering more than 46 vaccines, 30 syringe and several cold chain products from more than 30 manufacturers. For COVID-19 vaccines, the Revolving Fund is an important platform for PAHO Member States to access the vaccine through the COVAX Facility, as one of the recognized procurement mechanisms specifically for the Region of Americas.

PURPOSE OF THE CONSULTANCY

Under the general guidance of the Chief of Revolving Fund for Access to Vaccines Unit (RFV) and the direct supervision of the Supply Chain Advisor, the consultant would be responsible for the below duties under the following categories:

Deliverables:

  1. Contributing to PAHO Revolving Fund’s (RF) Market Analysis and Shaping Strategy, by Supporting to draft an initial market shaping strategy, including planning and executing engagement of internal and external stakeholders to review and update the strategy.
  2. Collecting and analyzing composite market data, including information from regional suppliers, translating complex findings into easy to understand and clear recommendations, market landscape analyses and roadmaps of key vaccine markets
  3. Supporting work on development of market influencing frameworks, policies and strategies through rigorous research and analyses, including an in-depth review of vaccine pricing strategies, novel financing and risk-sharing approaches, and exploration of alternative mechanisms for procurement of public goods.
  4. Supporting development and implementation of a roadmap/strategy for potential future technical support to national vaccine manufacturers in the Region.
  5. Supporting development of RFV improvement projects briefings, coordinating stakeholder engagement, and updating presentations and technical documents.

  6. COVID-19 Vaccines Market Related:

  7. Supporting targeted market information and communication efforts for COVID-19 vaccine products, by translating complex supply and market trends and dynamics into easy to understand and clear messages and visuals.

  8. Conducting gap assessments and identifying opportunities to improve access to affordable vaccine supply including advocacy and capacity building activities.
  9. Reviewing vaccine market price and procurement data and producing analysis, reports and advocacy tools to improve access to affordable vaccine supply.
  10. Liaising with ACT-A partners to share best practice and lessons learned regarding supply, procurement and delivery of COVID-19 vaccines.

  11. Contribute to strengthening of demand forecasting and stock monitoring tools:

  12. Supporting the planning and implementation of a re-design/update to PAHO-173 based on the needs of country users, including the development of an online platform.

  13. Assisting with preparation of technical documents and training materials for demand forecasting and stock monitoring tools, as required.
  14. Supporting development and implementation joint demand planning efforts with mainly self-procuring Member States.
  15. Identifying mechanisms to leverage existing platforms for better dialogue with countries on product preference and demand.
  16. Supporting efforts for digitization of PAHO-173 and establishment of customer portal.
  17. Contributing to development of product catalogue profiles for PAHO RF.

  18. Contribute to development of a road map for total immunization cost efficiencies assessment for PAHO RF:

  19. Conducting a desk review and support in the mapping and engagement of partners to synthesize existing experience in immunization cost efficiencies.

  20. Conducting ad-hoc analyses and convene relevant experts to propose potential roadmap activities, including capacity building strategies for countries.
  21. Supporting in drafting the roadmap and revising with internal feedback.
  22. Analyzing immunization financing situation in PAHO Member States and generating information for overall access and affordability efforts.

  23. Resource mobilization

  24. Identifying, analyzing and disseminating resource mobilization opportunities with regional and global donors to further promote PAHO RF planned activities.

  25. Supporting development of donor proposals and coordinating donor meetings on selected projects.

  26. Perform other related responsibilities, including replacing and/or backstopping as needed.

REQUIRED QUALIFICATIONS

Education:

Essential: A bachelor’s degree in, health sciences, business administration, public administration, economics, industrial engineering, or any other relevant field, from a recognized university.

Desirable: Master’s degree in a relevant field would be an asset.

Experience:

Essential: At least 3 – 5 years of relevant working or research experience in related areas like: health products market analysis, planning for health programmes, project management and budgeting, health policy research, economic or public policy analysis.

Desirable: Experience in vaccine market analysis and with international organizations would be an asset.

Use of language skills:

Very good knowledge of English. Knowledge of Spanish or Portuguese would be an asset.

REMUNERATION

Will be based on PAHO scales for international consultants. Monthly rate ranges from US$ 5166 - US$ 6273 (Band B).

Work Schedule:

Full-time, incumbent should follow Washington DC work schedule.

Contract Duration:

12 months
