Overview

Enhance the All-Hazard Information Management Toolkit with digital capabilities and AI.

You have:

  • Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in Business Administration, Information Systems, or a related field.
  • 5 to 10 years of relevant experience in business analysis, or digital transformation.
  • Expert level in English, read, speak and write.
  • Intermediate level in Arabic and French, read and spoken.
  • Strong understanding of digital platforms and document automation.
  • Proven experience implementing digital tools and automation.
  • Experience with AI integration and platform design.

Purpose of the Consultancy

The purpose of this consultancy is to enhance the All-Hazard Information Management (AIM) Toolkit by expanding its digital capabilities and enabling AI-powered document generation for WHO’s Health Emergencies Programme (WHE). This will support effective, real-time information management, ensuring timely decision-making and coordinated emergency responses in WHO Member States.

Background

The AIM Toolkit was launched to provide country offices and ministries of health with actionable, harmonized tools for all-hazard emergency information management. Following the successful foundational phase within WHO EMR, the initiative is advancing towards scalable global deployment, enhanced automation, and AI-powered functionalities to improve operational efficiency and response capacity. The consultant will play a critical role in refining and expanding these capabilities in alignment with WHO emergency management needs.

Work to be performed

Under the direct supervision of the surveillance and response monitoring team Lead and the overall supervision of HIM manager, the incumbent shall undertake the following deliverables:

Output 1: Enhance and Expand the AIM Toolkit Platform

- Deliverable 1.1: Revise and align existing pages with WHO’s latest UI/UX standards.

- Deliverable 1.2: Develop new standardized country profile pages.

- Deliverable 1.3: Design and implement a digital service request system for submission, tracking, and assignment of requests.

- Deliverable 1.4: Create a centralized, interactive reference resources page integrated with the current database.

- Deliverable 1.5: Develop an admin module for system testing, performance evaluation, and collaborative AI-response feedback.

- Deliverable 1.6: Establish a training and onboarding section with learning materials and video content.

- Deliverable 1.7: Provide ongoing daily maintenance, manage document requests, troubleshoot issues, and support end users.

Output 2: Develop a Scalable, AI-Powered Document Generation System

- Deliverable 2.1: Enable real-time generation of toolkit documents via a Python-based automation engine.

- Deliverable 2.2: Implement formula-based, dynamic prompt customization for document updates.

- Deliverable 2.3: Expand modular functionalities to include new sections leveraging WHO internal data systems.

- Deliverable 2.4: Integrate automated chart generation using live data in multiple formats.

- Deliverable 2.5: Support multilingual document outputs with AI-based translations.

- Deliverable 2.6: Automate the production of country- and hazard-specific documents at scale.

- Deliverable 2.7: Pilot methods for external data integration to enhance document content when APIs are unavailable.

- Deliverable 2.8: Prototype next-generation document templates (e.g., PHSA, SitReps) for iterative testing.

- Deliverable 2.9: Train the project team in using new automation tools and collect feedback for refinement.

Output 3: Support the AI training project as master mentor and facilitate training with subject matter experts.

Specific requirements

Qualification required:

- Essential:

- Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in Business Administration, Information Systems, or a related field.

- Desirable:

- Certification in business analysis (e.g., CBAP) is a plus.

- Certified training in project or programme management.

Experience required:

- 5 to 10 years of relevant experience in business analysis, or digital transformation.

- Proven experience implementing digital tools and automation.

- Experience with AI integration and platform design.

Skills / Technical skills and knowledge:

- Strong understanding of digital platforms and document automation.

- Experience with Power Platform, Python, and AI-based tools.

- Excellent facilitation, system design, and documentation skills.

- Ability to translate functional needs into scalable solutions.

Language requirements:

- Essential: Expert level in English, read, speak and write.

- Desirable: Intermediate level in Arabic and French, read and spoken.

Duration and Fees

The consultancy is expected to last for 3 months and will be compensated at a rate commensurate with experience and deliverables. Payment will be tied to specific milestones as agreed upon during the contracting process.

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel arrangements

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on a mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

It is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
