JOB PURPOSE

To support the Regional Bureau Cairo’s efforts in developing and augmenting capacity in the regional country offices with a view to enhance capacities in co-operating partner spot checks, co-operating partner staff training on WFP monthly reporting requirements under field level agreements, financial service provider assessments, filling gaps of reassigning finance officers or on leave and act as surge capacity in case of emergencies. These positions are project based and will eventually evolve into country office funded positions or reassign to country offices. The positions involve travelling in the region and beyond as will be determined by demand for Finance Officers globally.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Covering the work of country office Finance Officers during gaps created due to reassignments and leave and deliver core financial services working with contractors and following standard procedures to provide cost-effective, quality and timely services to WFP operations.
  2. Supporting and building capacity of country offices to undertake Co-operating Partner (CP) spot checks and the subsequent CP staff training to address weaknesses identified.
  3. Build capacity of Country Offices staff to undertake financial risk assessments in the field.
  4. Support corporate finance and resource management strategies and major ongoing corporate initiatives, participating where appropriate using finance and resource management expertise.
  5. Contribute towards the development of regional plans and processes, aligned with the wider WFP resource management strategy.
  6. Where necessary cover the work of Regional Finance Officers who are on leave and deliver core, administrative services working with contractors and following standard procedures to provide cost-effective, quality and timely services to WFP staff.
  7. Contribute to the development and update of generic standard operating procedures to guide or standardize delivery of services in the region.
  8. Facilitate fraud risk assessments in country offices that help enhance internal controls.
  9. Other roles as required by supervisor or the organization.

FUNCTIONAL CAPABILITIES

Performance Budgeting, Reporting & Analysis Analyzes budgets and forecasts to support the development of recommendations for senior leadership on financial and business planning matters in accordance with Value for Money principles. Resources Management (People, time, assets, etc.) Monitors trends in staffing and resource usage to anticipate and escalate potential issues to programme leaders. Financial Management & Accounting Principles Applies knowledge of financial and accounting principles and practices to ensure compliance with WFP policies, applicable procedures and accounting standards. Supply Chain and Operations Knowledge Applies working knowledge of WFP programme and supply chain principles to develop and/or review project budget plans.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.

Work Experience:

At least 3 years of relevant post graduate experience in the finance field.

Knowledge & Skills:

  • Has experience in budgeting and resource management
  • Has experience implementing accounting and internal control processes.
  • Experience/capacity in delivering trainings will be an added advantage
  • Experience in supervising teams and engaging with high level stakeholders

Languages:

Fluency in spoken and written English and Arabic.
