Overview

Manage project for new Refugee Registration System and online portal architecture.

You have:

  • Advance university degree from an accredited educational institution in computer science or a related field.
  • Formal training in systems and/or cloud architecture and project management.
  • At least eight years of progressively responsible experience in the development and implementation of large-scale software applications, two years of experience must be in implementation of a case management or CRM/xRM solution, preferably Microsoft Dynamics.
  • At least 2 years’ experience at international level, outside one’s home country or a country in which the applicant is having permanent residence.
  • Industry certifications in architecture (TOGAF) and/or Project Management (PMP/Prince2/Agile) or Business Analysis (CBAP) are preferred.
  • Experience in testing applications and integration with DevOps CI/CD pipeline, preferably using Microsoft Azure platform.
  • Experience in cloud architecture and implementation.
  • Experience in modern application development platforms and databases.
  • Excellent written and spoken English. Knowledge of Arabic is an advantage.
  • Experience with working in a team on complex projects and against tight timelines.

Work Location Headquarters Amman

Expected duration - The incumbent will be based in Amman-Jordan. Remote working modalities may be considered. - The duration of the consultancy is 9 months with possibility of extension subject to availability of funds and continuing need. - The selected candidate will be remunerated at the P4 level of international staff salary scale. Remuneration will be dependent on qualifications and experience of the candidate. - One and a half day annual leave days per completed month of service.

Duties and Responsibilities The post will be responsible for managing the project for the new registration information system and online portal architecture to be implemented through an external IT software provider. Under the day-to-day supervision of the Chief, Business Engagement Division and the overall supervision of the Chief Information Officer and Director of the Information Management and Technology Department, the specialist will work closely with the Head of Refugee Registration and Eligibility Division to manage the development and implementation of the new Refugee Registration System, ensure that business requirements are captured accurately and implemented by an external service provider. The specialist will be responsible for the following: - Leads the project team to identify and specify the detailed business requirements for the new system in close collaboration with the Senior Civil Registration Specialists and the Information Systems Solution Architect. - Translates business requirements into functional and non-functional requirements. - Manage the service delivery of the identified solution and other deliverables required to support the project. - Reviews the scope and quality of the functional and technical deliverables provided by the vendor to ensure that business and functional requirements are properly reflected and accommodated. - Ensures that suitable system controls are included in the deliverables to ensure the robustness of the new system-supported processes as well as the integrity of the data entered into the new system; - Facilitates the data migration approach and support the data migration of records from the existing system to the new system. - Oversees development of user guides and other training materials for end users of the system. - Facilitates user acceptance testing of the new system to ensure adequate breadth and depth of testing. - Plans the transition for cutover to the new system and ensures accurate data migration. - Undertakes other tasks, as requested.
