Org. Setting and Reporting This position is located within the United Nations Mission in South Sudan (UNMISS). The Risk Management and Compliance Assistant will be based in Juba. Juba is classified in the "E" category and as a non-family duty station. The incumbent will report to the Management and Programme Analyst (P4) at the Business Analytics and Compliance Section (BACS) under the Operations and Resource Management Service (ORMS) of the Mission Support Division (MSD).

Responsibilities Within delegated authority, the Risk Management and Compliance Assistant will be responsible for the following duties:

Oversight and Audit: - Assist in collating suggested audit, inspection and evaluation inputs for the annual work plans of oversight bodies: the United Nations Board of Auditors (BOA), Joint Inspection Unit (JIU) and the Office of Internal Oversight Services (OIOS); - Assist with the provision of briefings to oversight bodies on Mission policies, procedures, guidelines and systems; - Acts as focal point coordinating responses to oversight queries and reports based on comments received from offices; - Assists with monitoring the implementation of oversight recommendations and facilitates communications with offices on actions required to implement outstanding oversight recommendations; - Coordinates regular reporting on the status of implementation of outstanding recommendations made by the oversight bodies; - Updates the Audit Track database (TM+) regularly;

  • Facilitates the field visits of the oversight bodies and UNHQ; coordinates initial arrangements for oversight assignments, including provision of facilities, such as office space, access to systems, planning, and preparation of documentation that might be required; ensures that relevant programme managers and support staff are available during the course of oversight assignments;
  • Arranges, attends and takes notes at the entry/exit conferences and subsequently ensures that agreed actions arising are taken. Where necessary, facilitates and coordinates matters arising during the course of assignments between the Mission and the oversight bodies, including advising Mission Officials on informal and preliminary responses, such as responses to audit observations.

Internal Controls: - Updates information on the Mission’s internal controls; - Participates in carrying out random reviews of internal control measures to ensure compliance with rules and regulations.

Risk Management: - Assists in the implementation of a risk management process in the mission in accordance with UNHQ guidance; - Maintains the Mission Risk Register to facilitate the performance of risk assessments; - Provides inputs for the development of reporting formats and timelines for risk management ; - Coordinates and follows up on the preparation of a regular Mission Risk Management Report specifying activities and progress made for analysis and reporting purposes; - Performs other duties as required.

Education High school or equivalent diploma is required. Technical or vocational certificate in business or public administration, finance, human resources management, logistics, accounting or related area is desirable.

Work Experience At least 8 years of progressively responsible experience within the United Nations system or the private sector in the field of risk management and compliance, administrative services, finance, accounting, human resources, audit, or in other related fields is required.

Previous experience in the preparation of the United Nations statement of internal controls at the entity level is required.

At least one (1) year experience in United Nations peacekeeping operations or other field operation is desirable.

Completion of basic and advanced trainings on oversight/audit management or internal controls or enterprise risk management is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.

Assessment Evaluation of qualified candidates for this position will include a written test, which will be followed by a competency-based interview.
