Overview

Support state authorities in developing an effective early warning system in Tajikistan.

You have:

  • Advanced university degree (master's degree or equivalent) in environmental sciences, public administration, political sciences, humanities, social sciences, or related area is required.
  • A minimum of five years of working experience in the field of disaster risk management, climate change adaptation, civil protection, sustainable development is required.
  • Experience in drafting reports on issues related to sustainable development, disaster risk reduction or climate change is required.
  • Two years of experience in data analytics or related area is desirable.
  • Experience with the UN system or any other similar international or regional organizations is desirable.
  • Fluency in Tajik, Russian and English is required.

Result of Service

This work will support the enhancement of capacity of state authorities and stakeholders to develop an effective early warning system through improved collection and management of risk knowledge and data and will contribute to Tajikistan’s EW4ALL Roadmap for actions and the country’s disaster risk management strategy through effective coordination of early warning system components at the national and local levels.

Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. The Early Warnings for All (EW4All) initiative, a global effort coordinated by the United Nations, seeks to ensure that every person is protected by early warning systems by 2027, prioritizing the areas most affected by climate and disaster risk. EW4All aims to strengthen early warning systems by promoting shared risk information, engaging government and community stakeholders, and advancing technology for faster response to disasters. UNDRR and the Government of Switzerland implement the joint project “Strengthening Resilience to Disasters and Climate Change in Tajikistan” to strengthen disaster and climate resilience in Tajikistan through trusted risk governance, a reinforced Early Warning System (EWS) and improved risk knowledge. Under the supervision of the Risk Knowledge Programme Management Officer, and in close collaboration with the UNDRR National Officer in Tajikistan, the Local Consultant will contribute to the goals supporting activities through specific expertise related to: review and analysis of the current DRR landscape in Tajikistan with focus on early warning systems, supporting the development of a compendium of good practices, facilitating organization of consultative meetings of the stakeholders and development of measures on improving data-sharing practices, and facilitating the improvement of the national capacity on utilizing disaster loss data. Consultant will be based in Tajikistan.

Qualifications/special skills

Advanced university degree (master's degree or equivalent) in environmental sciences, public administration, political sciences, humanities, social sciences, or related area is required. A first-level university degree in combination with at least two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years of working experience in the field of disaster risk management, climate change adaptation, civil protection, sustainable development is required. Experience in drafting reports on issues related to sustainable development, disaster risk reduction or climate change is required. Two years of experience in data analytics or related area is desirable. Experience in public administration, EU affairs, research and academia is desirable. Experience with the UN system or any other similar international or regional organizations is desirable.

Languages

English and French are the two working languages of the United Nations Secretariat. Fluency in Tajik, Russian and English is required.
