Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultancy position is located in the UNDRR Regional Office for Arab States . The consultant will work directly under the supervision of the Risk Knowledge Programme officer in Cairo and overall guidance of Risk knowledge branch in UNDRR Geneva HQ. Duties and Responsibilities Under the supervision of Risk Knowledge Programme Management Officer in UNDRR ROAS and in coordination with the of Risk Knowledge Branch in UNDRR Geneva HQ, the consultant will be responsible for: • Guiding the Sudanese government in development of a roadmap for the implementation and sustainability of an Early Warning System. • Supporting the sourcing of existing hazard, exposure and vulnerability information for Sudan • Gathering national data where relevant (census, cadaster, infrastructures, ecosystems, etc. and support development of Disaster risk information platform for Sudan. • Coordinating and supports the national secretariat of national platform and national coordination of EW4A. • Supporting government drafting of Target G report. • Facilitating development of standards and practices for data management and information systems. • Facilitating drafting of legislation and mandates for Sudanese government. • Supporting coordination/logistics for capacity development for Sudanese authorities and stakeholders under Water at heart project. • Re-establishing DLDB in Sudan and related structures e.g RiX for integrating data into the disaster risk information platform for Sudan. • Organizing Data management trainings for Sudanese authorities. • Supporting the National Council of Civil Defence in using national data for planning.

Qualifications/special skills

• Advanced university degree in economics, social sciences, statistics, disaster management or any other related field is required. • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At Least 7 years of work experience in research and analysis in disaster risk reduction or related area is required. • Experience with information management, statistics is required. • Experience in data conversion, management of quantitative and qualitative data systems, integration and projection, mapping/GIS software is desirable. • Experience in dealing with Sudanese government knowledge management resources (sector, macro, sub-national)and disaster loss accounting system is desirable.

Languages

• Fluency in English and Arabic (both oral and written) is required.
