The Public Partnerships Division leads and works with UNICEF country offices, regional offices, and other headquarters divisions to drive public sector fundraising, leveraging, and advocacy to increase income and influence from partnerships and engagement with public sector to deliver results for children. PPD serves as the UNICEF global knowledge leader on resource mobilization and partnership with public sector partners, including governments, international financial institutions, public-private partnerships (such as Global Programme Partnerships), inter-governmental and UN inter-organizational arrangements.

Risk management in the context of the Public Partnerships Division’s (PPD) mission is an organizational and strategic function that enables the division to anticipate, identify and mitigate risks associated with public sector funding to UNICEF, which amounted to over $6 billion in 2023. It is positioned within the Systems, Analytics, Policy and Operations team of PPD.

How can you make a difference?

Under the supervision of the Risk Manager, the Risk Specialist will be responsible for strengthening risk assurance and compliance efforts for the division, especially in support of contracting and negotiating with public sector partners and in notifications to donors on SEA and fraud allegations.

Key functions/accountabilities:

Contracting and negotiations support

  • Coordinate and provide technical and advisory support to PPD’s Director Office and PPD’s teams on the negotiation of contracts with public sector donors, especially around the area of donor conditionalities.
  • Monitor and track donor conditionalities across public sector donor portfolios and advise PPD teams and other internal stakeholders on how to respond to specific donor conditionalities in line with UNICEF policy and practice.

Integrity notification (SEA and fraud) risk management support

  • Coordinate with UNICEF’s Office of Internal Audit and Investigation (OIAI), country offices and PPD teams on the notification process to donors on fraud and SEA allegations. Review contracts to determine legal obligations and when notifications are required, draft and clear notification text with relevant stakeholders and coordinate dissemination process.
  • Assist in the roll out of organizational guidance on these notifications.

Audit and compliance support

  • Conduct quality assurance and follow-up on the implementation of PPD audit recommendations, including those related to annual risk assessments.
  • Review internal work processes in PPD to ensure that accountabilities are clear and placed at the adequate levels as per global policies and/or best practices. Provide support in developing systems, policies and procedures that will enforce and strengthen internal work processes.
  • Coordinate PPD’s inputs and responses to external UN Board of Auditors exercises.

Policy and regulatory framework support

  • Support in the maintenance of PPD’s regulatory content, including the update of the Resource Mobilization policy.
  • Manage PPD consultation and input process for organizational policy drafts that are circulated by other Divisions for PPD comment
  • Build capacity of PPD teams on knowledge of regulatory content and how it impacts on donor/partner agreements.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Business or Public Administration, Law, International Relations, International Development, or other related disciplines.
  • At least 5 (five) years of continuous professional work experience in risk and compliance as it relates to public partnerships, or in another directly relevant area.
  • Proven experience working with public sector donor contracts/agreements and understanding of the practical applications of conditionalities in donor contracts.
  • Strong analytical and problem-solving skills with the ability to exercise good judgment in situations of ambiguity, incomplete information, and high sensitivity.
  • Excellent communication and interpersonal skills to effectively liaise with stakeholders and management.
  • Attention to detail and ability to manage multiple tasks simultaneously.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.
