Provide technical support for RCCE & Communications in Nampula.

You have:

  • A first-level university degree in social sciences, journalism, humanities, behavioral sciences, development sciences, communications, or public health from an accredited/recognized institute.
  • At least four (4) years of related experience in risk communication, health promotion, emergency management, part of which working in disease outbreaks, health emergencies, conflict, and natural disasters.
  • Excellent knowledge of Portuguese and Good knowledge of English.
  • Proven experience in the development and implementation of risk communications and communication emergency strategies and plans.
  • Experience collecting and producing communications resources such as photos, impact stories, videos, and print materials for internal and external use on social media sites, local media.
  • Prior working experience with WHO, the UN, health cluster partners, recognized humanitarian organizations or other international organizations, including at country level.

Purpose

The purpose of the post is to provide technical support to Nampula Gombe operations response on coordinate and implement technical activities directed towards RCCE & Communications in Nampula.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

  • Act as risk communication and community mobilization focal point in the Nampula province during outbreaks and emergencies:

  • Oversee the development, elaboration and implementation of the risk communication and community mobilization plan as part of the health response operations.

  • With key stakeholders and the national authorities, UN agencies, non-governmental organizations, and civil society organizations, identify and develop relevant information, education and communication materials in languages and formats easily used by national stakeholders and the public.

  • Liaise closely with the Maputo office and regional counterparts for risk communication ensuring coherence of strategy, materials, and messages.

  • Ensure that technical material produced by the country office integrates risk communication principles and practice.

  • Monitor and proactively counter false rumors and misinformation in the community, on the local media and social media pages, and provide support to address fears and concerns.
  • Work closely with the DPS Communication Officer in charge to integrate findings from knowledge, attitude, and practice (KAP) surveys, focus group discussions and other feedback from community engagement activities into risk communication activities and products.
  • In collaboration with DPS&SPS, the Communication Officer, technical officers, and partners, proactively brief and train journalists, including community radio producers and broadcasters.

  • Contribute to networking and maintaining close collaboration with the media and UN colleagues.

  • Lead and maintain quality control for WHO risk communication products such as public information; brochures, leaflets, and posters; radio and TV scripts; guides stakeholders for risk communication and ensure their translation into local language for radio and TV and their adaptation for the local context.

  • Report regularly Risk communication activities.
  • Contribute to resource mobilization and donor communication in the area of risk communication.

  • Support provincial capacity building for emergency risk communication:

  • Work with resources from the local and national levels to train and prepare country-level counterparts for emergency risk communication.

  • Support national authorities to convene stakeholders and co-develop provincial risk communication strategy and plan.
  • Support national authorities to conduct lessons learnt exercises to further strengthen emergency risk communication.
  1. Ensure the provision of quality communications resources that will increase the emergency program visibility and credibility internally and externally.
  • Support for the development of communications resources (reports, weekly SitReps, factsheets, emergency response overviews, Press Releases, speech’s) on emergency program impact to increase the program visibility.
  • Collected, produce, and disseminate communications resources (videos, pictures, impact stories) on the local media, WHO Mozambique website and social media pages.
  • Work in close collaboration of Maputo office and regional counterparts communications team ensuring coherence of Comms strategy and the provision of communications resources.
  • Support the preparation and organization of health promotion events such as international Day celebrations, health campaigns, launching of the WHO major reports, seminars, and conferences.

  • In collaboration with DPS, the Communication Officer, Technical officers, and partners, proactively brief and train journalists, including community radio producers and broadcasters (on health promotion related topics and themes).

  • Support the development of concept notes, by factoring communications relate activities and costs.

  • Perform any other related incident-specific duties, as required by the functional supervisor.

Proven experience to function within multi-disciplinary and multi-national teams. Ability to communicate clearly and concisely, orally and in writing. Demonstrated knowledge of surveillance and monitoring systems as related to emergency response relied operation. Proven ability to multitask across various planning and implementation processes within a highly demanding environment.

Education

Essential: A first-level university degree in social sciences, journalism, humanities, behavioral sciences, development sciences, communications, or public health from an accredited/recognized institute.

Desirable: Master level university degree in communications, journalism, humanities, public health, health education, health communication, or health promotion or a related field with the minimum of 4 years working in health emergency responses.

Experience

Essential:

  • At least four (4) years of related experience, at the provincial or national level in risk communication, health promotion, emergency management, part of which working in disease outbreaks, health emergencies, conflict, and natural disasters.
  • Proven experience in the development and implementation of risk communications and communications emergency strategies and plans.
  • Experience collecting and producing communications resources such as photos, impact stories, videos, and print materials for internal and external use on social media sites, local media.

Desirable:

Prior working experience with WHO, the UN, health cluster partners, recognized humanitarian organizations or other international organizations, including at country level;

  • Experience in contributing for the development of concept notes, reports, or proposals for health emergency responses
