The position is justified due to the following reasons:
- The SSD compliance situation in Gaza is critical due to the lack of supporting documentation for several transaction, especially since the hostilities began, which creates a high-risk of ineligible costs.
- The current access situation limits the presence of the R&C unit in the area, for which a local staff member for the unit is necessary.
- The GPC was for years the main receptor of funds for NRC in Gaza for which several audits are expected to happen in the future, including from main donors such as ECHO.

Generic professional competencies for this position:
- Bachelor’s degree in relevant university field (economics, administration, law or similar)
- Previous experience in compliance, audit and partnerships.
- experience from working in complex and volatile contexts
Context related skills; knowledge and experience (shall be adapted to the specific position):
- At least 2 years of experience working in Compliance, partnerships and audit preferably with humanitarian/recovery context or internationals NGOs.
- Considerable knowledge of policies, procedures, regulations and laws.
- Excellent knowledge in Microsoft Office specially in Excel
- Fluency in English and Arabic, both written and verbal
- Documented results related to the position’s responsibilities.

Responsibilities
Generic responsibilities:
- Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
- Implement NRC’s systems and procedures at area level
- Ensure proper filing of documents.
- Ensure adherence to NRC policies and the national labor law in all processes and procedures
- Ensure the compliance aspects of the donor contracts and NRC guidelines
- Contribute to implementation of Safe and Inclusive Programming Minimum Standards.
Specific responsibilities:
- Support on the consolidation of the filing structure for the GPC transactions within NRC PS archiving structure.
- Collect, archive and secure the supporting documentation that is missing during and after the closure of the GPC and ensure its compliance with NRC’s SSD procedures, Emergency Procedures and EEOCs when applicable.
- Carry out spot-checks of relevant project transactions in order to identify the lack of compliance with minimum requirements for supporting documentation.
- Update reports with possible losses due to lack of supporting documentation.
- Support the Audit R&C Coordinator with the response of audits related to the area office during the time that the position is in place.
- Give ad-hoc support regarding anti-corruption issues when requested by the R&C Manager.
- Support with training in R&C’s cross-cutting issues especially to teams in the area.
- Support with the identification of development of technical areas related to R&C within the Gaza context.
- Other related to the position’s overview and to the R&C unit needs.
