Call for Emergency Employment - Risk and Compliance Officer

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for emergency employee as Risk and Compliance Officer.

About the Job

Based in Antakya and working under supervision of the R&C Coordinator, R&C Officer will be supporting smooth, timely implementation of DRC Turkey programmes in field operations with a key focus on legal and internal compliance.

Duties and Responsibilities****:

Legal Compliance (%30)

  • Draft and/or review SOPs, official letters, permission letters, petitions, MOUs, Protocols to be signed with different actors.
  • Support R&C Coordinator reviewing documents to be signed by Country Director.
  • Provide advice to programme teams related to NGO law and regulations and legal matters surrounding INGO programming.
  • Ensure systematic vetting process of programme and operations from legal compliance perspective.
  • Develop tools and provide training to specific staff with role in day-to-day compliance requirements.
  • Assist R&C Coordinator to conduct specific non-compliance investigations
  • Conduct Compliance reviews/audits and Compliance Self Checks on periodic basis in the field office.
  • Review country operations from the perspective of Personal Data Protection Law, draft/review “Data Sharing Agreement”, “ Letter of Undertaking” and other articles in agreements to be signed with different stakeholders.
  • Inform R&C Coordinator in case of identifying any gaps in programme operations.

Government Relations (%30)

  • Develop and maintain relations with the relevant provincial local authorities
  • Ensure obtaining all necessary permissions for the field programmes in the area of operations
  • Support the implementation of programmes by liaising and coordinating with area level authorities, and other appropriate local authorities on all matters relating to the DRC staff, assets and activities.
  • Meet with relevant local authorities frequently to obtain necessary permissions and MoUs for programme implementation.
  • Provide timely and regular updates to R&C Coordinator on ongoing status of relationship with different stakeholders and inform any changes of bureaucratic procedures.
  • In coordination with R&C Coordinator, maintain and develop day-to-day contacts with key authorities and ensure the prompt sharing of information, results or messages.
  • In coordination with R&C Coordinator, share relevant information with authorities regarding planning, programme implementation and monitoring.
  • In coordination with R&C Coordinator, ensure DRC programme implementation plans and priorities are disseminated and understood by relevant authorities.

Risk Management (%30)

  • Actively participating in risk identification process at Area level.
  • Inform R&C Coordinator for any identified risk in DRC programmes.
  • Participate in Risk identification exercises conducted by R&C department.
  • Develop action plans for identified risks and follow up on implementation across DRC departments.
  • Support R&C Coordinator in Risk Register process by gathering information from relevant departments
  • Organize regular trainings/refreshers on Risk management framework for DRC and Partners to ensure staff awareness.
  • Conduct internal audits of risk mitigation measures.

Other

  • Providing new staff inductions for the Risk & Compliance department.
  • Support R&C Coordinator in local partner vetting processes.
  • Follow up on contextual developments and its reflections on DRC operations.
  • Advocacy at local level for establishing and maintaining a mutually trusted, transparent relationship with different stakeholders.
  • Support R&C Coordinator in COCRM related matters including providing trainings and refreshers for all staff round the year.

About you

To be successful in this role, you must have a relevant university degree in a related field e.g., law, political science, social sciences, and public administration, international relations etc.

Moreover, we also expect the following:

Required qualifications

  • At least 2 years of work experience in a government office or in an NGO.
  • Good understanding of Turkish bureaucratic administrative structure.
  • Good knowledge of Turkish legislation, procedures, guidelines, and information channels relevant to the field of work.
  • Strong understanding for political and contextual sensitivities. Excellent understanding of socio-political developments in Turkiye.
  • Strong communication skills, both verbal and written, in English and Turkish.

Desired qualifications

  • Experience working in a similar position in another local or international NGO.
  • Solid knowledge of laws and regulations surrounding NGOs.
  • Experience working on Personal Data Protection Law.
  • Decision-making skills and problem-solving ability
  • Strong negotiation, advocacy, and diplomacy skills

Contract length: 3-6 Months

Designation of Duty Station: Antakya

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals.
