How can you make a difference?

The Risk and Compliance Manager will lead the Risk Management Unit under the Regional Chief of Operations which will bring together all the components of risks managements in programmes and operations, including the management of implementing partnership under HACT. The Risk and Compliance Manager will be responsible to ensure that key management, operational and programmatic risks are systematically identified, reviewed holistically, integrated and managed effectively to inform management, operational and programmatic decisions throughout the region.

Key functions, accountabilities and related duties/tasks:

  1. Lead risks management activities in Operations and Programme.

• Overall Management of LACRO RO annual risk assessment, as well as monitoring of mitigations measures and documentation of risks management activities in eGRC.

• In collaboration with LACRO RO Programme and Planning section, coordinate COs risk analysis as part of the Situation Analysis (Sitan), Strategic Moments of Reflections and Programme Strategy Notes.

• Lead LACRO RO support to COs in all matters related to risks assessments pertaining to new country programmes, specific programmes and annual risks assessment as well as documentation into eGRC.

• Responsible for making sure that all offices have holistic risks assessments processes, ensuring that risks information from all relevant sources from operations and programmes are systematically and methodically integrated, aggregated, analyzed and acted upon decisively by risks owners.

• Analysis, monitoring and reporting of Risk Management in the Region.

• Monitor capacity gaps and lead knowledge management and capacity building activities on Risk Management in the Region.

  1. Overall responsible and oversight over the planning, implementation, and monitoring of the Harmonized Approach to Cash Transfers in

the LACRO region in the following areas:

• Efficiency and effectiveness in the management of implementing partners across the region.

• Oversight and quality assurance over HACT planning and assurance activities.

• Analysis, monitoring and reporting of HACT activities.

• Oversight over e-Tool roll out and implementation and CO support in the Region.

• Bring in Innovation in the management of implementing partners.

• Monitor capacity gaps and lead knowledge management and capacity building activities on HACT in the Region.

  1. Lead and coordinate risk-informed and need-based joint Operations-Programme peer reviews across the region, including individual transactions testing when required.

• Lead Joint Operations-Programme risk-informed peer reviews of Country Offices.

• Oversight and guidance to LACRO COs in implementing the outcomes of the peer reviews.

• Lead development of guidance and dissemination of best practices identified during peer reviews across the region.

  1. Lead and coordinate RO’s technical support and oversight to COs on audits as well as Donors’ specific reviews.

• Lead and coordinate RO’s technical support and oversight to COs on audits (internal and external) as well as Donor’s specific reviews (EU verifications, DFID Due diligence, Gavi reviews, etc.) with the view of ensuring that recommendations are implemented, and actions taken are sustained.

• Coordinate related Donor Risk Management activities in collaboration with the LACRO RO Resources Mobilization/Partnership section.

  1. Coordinate information gathering/facts findings related to alleged wrongdoings as instructed by the Office of Internal Audit and Investigations (OIAI).

• Coordinate with OIAI on investigations where a support is requested from LACRO RO.

• Lead LACRO RO preliminary of review of fraud cases when instructed by OIAI.

• Upon request from country offices, lead and oversee the process of information gathering or facts findings either as instructed by OIAI or as part of initial information gathering by the country offices.

  1. Lead development and implementation of the Regional Anti-Fraud Strategy and Risk Appetite framework.

To qualify as an advocate for every child you will have…

  • An advanced University Degree in Development studies, Economics, International Development, Programme/Project Management, Business Administration, Financial Management, Auditing, Investigation or other relevant field is required.
  • A minimum of 8 years of relevant professional experience in Oversight roles (audit, internal controls, quality assurance, investigations); Operations or Programme monitoring; at the national and international level some of which with the UN and/or in a developing country is required.
  • Experience working in complex programme and operational environments is required.
  • Experience in data and trend analysis is required.
  • Fluency in English is required. Proficiency in French and/or Spanish and/or Portuguese is highly desirable. Knowledge of another UN

    language is an asset.
