Job Description

The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Aldalea. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.
Overview of the role
The Consortium Coordinator will be responsible for leading and supervising the effective implementation of the Reducing Illness, Violence, and Abuse through Systematic Empowerment (RISE) project funded by the Foreign, Commonwealth and Development Office (FCDO) of the UK Government. The Consortium Manager will work with the consortium partners to track the progress of the project, ensure quality implementation across all programmatic areas, and support the strengthening of referral pathways. S/he will foster integration among the different programmatic components and act as an external liaison to ensure strong coordination with other actors active in the response, as well as promote synergies between interventions and advocacy efforts within the consortium and engage with the coordination system to contribute to an effective response.
Responsibilities
Program management
• Work with Program Coordinators, Partnerships Senior Manager, and partners in project planning and coordination to ensure timely and quality implementation of all program activities
• Provide strategic guidance in unifying approaches between programs and consortium members in different geographical areas.
• Organize periodic meetings in order to discuss program progress; record and follow up on the execution of agreed action points
• With the support of the DDP and DDGA develop specific strategies for cross-cutting themes (capacity building, gender equality, environmental sustainability) for the program.
• Maintain open and effective communication among the consortium and project team members.
• Oversee day-to-day coordination and delivery of project activities in conjunction with staff and partners
• Oversee that program activities are conducted in a timely and professional manner in line with the program work plan and in full coordination with national and local authorities as well as other partners.
• Coordinate with the Government Liaison team and field managers to facilitate the participation of local authorities and communities in the planning and implementation of activities and undertaking periodic reviews of program activities to assess effectiveness, efficiency, achievement of results, and compliance with procedures.
• Represent the consortium and the IRC to FCDO and other external stakeholders, effectively communicating challenges, successes, and contextual changes throughout the course of the project.
• Monitor relevant portions of the program narrative and financial progress reports in coordination with the grants unit and finance to share with the DDP and DDGA.
Financial & Office Management
• In conjunction with the finance team, field managers, program coordinators, and consortium partners develop and monitor the project budget and ensure regular reporting to the donor.
Human Resources Management
• Work with the technical leads to provide adequate HR oversight to the project team and consultants as may be relevant.
Other: Any other duties as assigned by the supervisor to enable and develop IRC programs and the Consortium’s goal.

Working relations:
Position Reports to S/he will report to the Country Director (CD) with a dotted line to the Deputy Director of Programs (DDP) and Deputy Director of Grants and Accountability (DDGA). Other internal contacts: Program Coordinators and Sector Leads, Partnerships, MEAL, Grants, field management, and Government Liaison teams. External Contacts: Consortium partners' focal persons
