Job Title: Reproductive Health Officer

The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just implementing small projects to handling large-scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah, and Al Dahle`e. Currently, IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

Scope/job purpose:

The reproductive Health Officer is responsible for providing technical assistance to the District Health Officer (DHO) for the provision for integration of maternal, neonatal, and child health activities in the program

Detailed responsibilities and tasks:

Technical Guidance and Leadership 20%

- Ensure that activities are carried out as outlined in the activity plan, following standard processes, and aligned to the country's treatment and health service delivery guidelines - Assess capacity building for midwives, Community Midwives, and Community Health Workers in RH and MHPSS to improve Health services at the community level. - Strengthen the capacity of the DHO in technical planning, implementation, monitoring, evaluation, reporting, and advocacy of MNCH services to prepare the DHO for future handover - Timely collection and reviewing data of Reproductive health and Thinking Healthy program (THP) and keeping quality data management system for RH & MHPSS. - Ensure that all RH and MNCH activities are implemented in the location.

Program Design, Development, and Implementation (60%)

- Keep health program activity records both in soft and hard copies and provides activity reports as required by IRC and the donor timely. - Ensure implementation of MNCH activities in support of the Manager, develop regular work plans, and reports, and contribute to the development of budget forecasts and spending plans. - Supervise the implementation of a monitoring and evaluation plan for Reproductive Health and Community Midwives’ activities, in line with the IRC results framework and donor guidelines. - Provide technical support to service providers on the Basic Emergency Obstetric and Neonatal Care (BEmONC) in PHCCs and Supervise the provision of comprehensive antenatal care to pregnant women attending ANC services in collaboration with midwives. - Ensure that postnatal care provides to all women attending the PNC clinic according to the protocol. - Ensure all workers are providing family planning and STI management. - Ensure infection control and universal precautions are adhered to at the health facilities. - Conduct on-job training to midwives and other staff during service delivery when requested to do so.

Representation and Coordination (10%)

- Coordinate and represent IRC and liaise with local authorities, DHO, and other implementing partners to facilitate successful coordination of activities and ensure clarity in the community - Collaborated closely with the RH manager to provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs.

Qualifications

Required qualification and experience.

A. Education:

- Health Professional (Doctor/Midwife).

B. Experience:

- At least one year of experience practicing MCH. - Experience in a humanitarian emergency setting is an asset

C. Skills and Abilities:

- Highly motivated self-starter who is a teammate, but also works independently. - Experience of a flexible approach to managing and priorities a high workload and multiple tasks in a fast-paced environment.

· English Language preferred.

· Good verbal and written communication experience

· Strong computer literacy with strong skills in Microsoft Office (Word, Excel, PowerPoint, Outlook, and the internet)

- Strong participatory leadership and interpersonal skills - Empower and counsel staff working in a complex emergency environment - Ability and willingness to work in remote and insecure environments.

D. Proficiencies:

- Extremely flexible with the ability to cope with stressful situations - Ability to take care of emotionally charged situations.
