Duties and Responsibilities 1. Organizational Setting, Purpose and Objective:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives.

The Regional Office is supporting the Gulf Cooperation Council (GCC) in the development of the first State of Environment Report and Outlook. The draft report was produced in early 2022 by lead and contributing authors. It went through several rounds of consultations and reviews by member states and experts alike.

An international consultant is needed to review, edit and update the full report based on comments from member states to ensure high quality output. The Consultant will report to the Regional Coordinator, Science at UNEP West Asia Office.

2. Duties and Responsibilities:

Under the direct supervision of the Regional Coordinator, Science in UNEP West Asia Office, the Review Editor will take the overall responsibility for reviewing and editing the GCC Environmental State and Outlook report to a given deadline. It is anticipated that the Review Editor will ensure that the report follows the DPSIR Framework.

The Consultant will carry-out, inter alia, the following duties & responsibilities:

  • Read the report thoroughly together with the comments received from member states and experts, with the objective of identifying gaps and requirements for the improvement of overall content and style
  • Revise and edit the report’s full manuscript (including tables, figures, etc) ensuring clarity of text, language, reasoning, and presentation to the highest international scientific publication standards
  • Identify and rectify any possible inconsistency(ies) of the report data and information within all chapters of the report. Consult with the Chapters’ lead authors, as needed. Rectify all inconsistencies with regard to data, statements and logical flow.
  • Re-write the “Drivers”, “Policy” and “Outlook” Chapters to 1) address comments from members states, 2) align with GCC strategies on policy and outlook, and 3) improve scenario analysis in the Outlook chapter.
  • Submit a final report at the publishing standards

    Qualifications/special skills Academic Qualifications: Master’s (or higher) in Environmental Sciences or fields related to environmental policies assessment or equivalent, is required. Experience: - At least 5 years of proven experience in environmental policies assessment, evidence-based policy making and familiarity with the Integrated Environmental Assessment (IEA) methodology and DPSIR framework is required.

  • Previous working experience with recent Global Environment Outlooks (GEO) is an asset;
  • Knowledge of the GCC context is desirable;
  • Strong research and excellent writing skills in Arabic is required Language: Fluency in written and spoken Arabic is required, proficiency in English is preferred.
