Duties and Responsibilities 1. Background

Following recent global and regional developments as well as signature of UNJWP for 2022-2003, the UN Country Team (UNCT) in Eritrea is realigning its assets, technical expertise, and resources to match the priorities of the Government. A UNCT retreat is therefore planned for 25-27 January 2023 in Nairobi, Kenya to develop a strategy for enhancing UN presence, purpose, and effectiveness in Eritrea. Within that framework, the UNCT will do the following amongst others: - Reflect on key shared UNCT results and lessons learned from 2022. - Prioritize and build consensus on key transformative deliverables for the UNCT in 2023 and identify the support needed from the UN System at the global and regional levels to deliver on the same. - Consider a strategy for more joined and coherent engagement in partnership and resource mobilization with development partners in 2023. - Review and refresh the engagement framework for the UN in Eritrea within the context of recent and emerging global, regional, and country developments.

Against this background UN Resident Coordination Office (UNRCO) in Eritrea is seeking the services of an experienced consultant/facilitator to support the preparations and facilitation of the UNCT retreat.

2. Specific Responsibilities & Tasks

Under the overall guidance of the Resident Coordinator, in close consultation with the Head of the RCO and UNCT members, the facilitator of the UNCT Retreat will be expected to undertake the following: (a) Finalize the UNCT Retreat design to achieve its stated objectives. Whereas the UNCT/UNRCO has developed a draft concept note and programme, the facilitator is invited to work with UNRCO and UNCT to finalize this agenda, bringing in critical thinking to achieve the retreat aim. (b) Facilitate and moderate the retreat agenda: During each retreat session, challenge and provoke the UNCT to reflect more deeply, consider out-of-the box/innovative thinking and refreshed approach to enhancing UN presence, purpose, and effectiveness in Eritrea. (c) Prepare a brief retreat report for UNCT Eritrea. This is expected to be no more than 1-2 pages focused on key take away messages for UNCT to touch base in 2023.

Qualifications/special skills Education: - A Masters’ Degree in Development Studies, Social Sciences, Law, or any relevant field is required. A bachelor's degree with an additional two years of qualifying experience may be accepted in lieu of the master's degree.

Experience: - At least 15 years’ experience in the United Nations System is required. - Experience in UN development system coordination is a distinct advantage. - Strong understanding of the recent reforms repositioning the UN development system, UN human rights, development, humanitarian, and peace nexus is required. - Sound understanding of Horn of Africa subregion and Eritrean country context is a requirement. - Experience of facilitating/moderating meetings for senior UN and Government officials is a requirement.

Languages Fluency in oral and written English is required.
