Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women's corporate approach to the engagement with the Civil Society Following UN Women’s establishment in 2011, partnership with civil society has been aimed at strengthening political solidarity and feminist movement building to effect impactful actions. Founded on the principle of leaving no one behind (Agenda 2030), this relationship is premised on the reality that women and girls suffer intersectional discrimination based on their gender, race, class, sexual orientation, age, disability, social status, location, ethnicity, etc.

To formalize and operationalize the partnerships with women’s CSOs, UN Women has established global, regional and national Civil Society Advisory Groups (CSAGs) to serve as forums for dialogue and sustained engagement. Currently, there is over 40 CSAGs established at a national level worldwide.

UN Women works in partnership with CSOs to bring their voices, capacities and contributions in support of gender equality and women’s empowerment, notably to those most likely to be left behind

Duties and Responsibilities

The facilitator will design and run the retreat sessions utilizing a creative, dynamic and entertaining approach to encourage self-reflection, openness and communication between CSAG members and UN Women’s representatives.

The retreat’s objectives: 1. Strengthen cooperation between UN Women and Civil Society Organisations in Kazakhstan for advancing Gender Equality and the Empowerment of Women in Kazakhstan. 2. Strengthen CSAG’s strategic vision towards cooperation with UN Women through innovation, new initiatives, improved coordination, exchange of information and experience. Identify CSAG task force for coordination of joint efforts and initiatives. 3. Develop the CSAG annual/bi-annual work plan to align UN women strategies and priorities with the country’s strategy and priorities and ensure meaningful partnerships with the CSAG.

Date(s) and duration of the retreat: The one-and-a-half-day retreat is expected to be held during the period end of April - beginning of May 2023. The exact date(s) of the retreat will be agreed upon jointly by UN Women and the facilitator. The contract is expected to commence in mid of April 2023 and come to an end on the satisfactory completion of the services and not later than end-May 2023.

In full consideration for the services performed by the contractor under the terms of the contract, the UN Women shall pay the contractor through UNDP the total agreed amount upon satisfactorily performance of the facilitator which shall be confirmed by UN Women and according to below installments:

MilestonesPayment20% of the total ceiling of contract is payable as the first instalment upon submission of the methodology, detailed plan and agenda of the event20% of the total contract amountAfter completion of the retreat and receiving the final report of the retreat, 80% will be released upon confirmation of satisfactory performance of the facilitator by UN Women.80% of the total contract amountThe contract’s total payment is expected to cover communication costs, costs of typing and preparing the soft and hard copies of documents and any other relevant administration and logistic preparedness costs regarding this activity; ? Each payment shall be made in Kazakhstani Tenge within 30 days from receiving the invoice letter from the facilitator to the bank account under the name of the contractor introduced through an official letter of notification of bank information upon satisfactory completion of the job. ? The contractor shall not do any work, provide any equipment, materials and supplies, or perform any other services, which may result in any costs in excess of the amount of the contract without obtaining the prior written agreement of UN Women. ? Travel expenses (transportation and accommodation costs, if different from place of residence) should be included into financial proposal

The assignment includes the preparatory work, the retreat itself and the final evaluation (report) of the retreat. The followings are expected outputs and deliverables: ? Submit the plan and methodologies designed for conducting the retreat according to the areas elaborated in the objective section. ? Submit a final agenda and detailed plan including details of exercises/activities in each session as well as a list of required tools, facilities and stationery for each session before the date(s) of the retreat; ? Develop a pre- and post-retreat survey that would reflect the overall satisfaction rate, comments and suggestions, with an analysis of the survey findings submitted to UN Women not later than one week after the retreat; ? Facilitate one-and-a-half-day retreat on agreed date(s) with UN Women; ? Submit the final report to UN Women including observations and recommendations within two weeks after conducting the retreat.

Required Skills and Experience

Required Qualifications: Education: University degree in social or development studies, education, public policy, gender studies, management of organizations and other related fields. Experience: Minimum five years of professional experience in work with/in Civil Society Organisations focused on Gender Equality and the Empowerment of Women is required. Applicant should have at least 3 similar experiences of facilitating retreats. At least three years of experience in working with international organisations, UN entities. Skills: Applicant should have strong analytical and coaching skills, knowledge or people’s psychology, emotional intelligence, strategic communications. Language Requirements: Fluency in written and spoken Kazakh and Russian is required. Knowledge of English is an asset.

Application Process The application should include: - Personal History Form (P-11 form) - including past experience in similar assignments; can be downloaded at http://www.unwomen.org/about-us/employment, a signed copy should be submitted; - Financial Proposal: Specify a total lump sum amount in Kazakhstan tenge for the tasks specified in this Terms of Reference. The financial proposal shall include a breakdown of this lump sum amount (per deliverable, all travel costs, per diem any other possible costs as relevant); - Technical proposal describing how the expected assignment will be performed. The technical proposal should also include supporting materials to learn about candidate’s experience and skills. Candidates should have the ability to quickly produce degree certificates and medical certification (of good health) should they be short-listed in consideration of the consultancy post.

Evaluation process Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Technical Evaluation (70%) – max. 700 points:
