Facilitate and lead the RCO Retreat in Eswatini.

You have:

  • Postgraduate degree in development studies, communications, economics or social studies or other relevant areas of study to meeting facilitation is required.
  • A minimum of 10 years of work experience in meeting facilitation at international level is required.
  • Experience in coaching and facilitation of high-level meetings on strategic discussions is desirable.
  • Experience and understanding of substantive policy issues in the field of humanitarian, development and peace related initiatives, in particular in the UN context desirable.
  • Fluency in oral and written English is required.

Duties and Responsibilities The resolution 72/279 of 31 May 2018, the General Assembly created a dedicated, impartial empowered and sustainable development-focused coordination function for the United Nations development system, drawing on the expertise and assets of all United Nations development system entities, including specialized and non-resident agencies. The Resident Coordinator system ensures the coordination of all organizations of the United Nations dealing with operational activities for development at the country level, regardless of the nature of their presence in the country. It encompasses the UN Resident Coordinator, the UN Country Team and Resident Coordinator’s Office and is served by the UN Development Coordination Office.

In line with this General Assembly mandate, the Resident Coordinator (RC) is the highest-ranking representative of the United Nations development system (UNDS) at the country level, with the responsibility to lead United Nations country teams, and ensure system-wide accountability on the ground – including through a matrixed dual reporting model - for the United Nations Sustainable Development Cooperation Framework and coordinating UN support to countries in their implementation of the 2030 Agenda.

The year 2021 proved to be yet again very challenging road to recovery for Eswatini. The COVID-19 pandemic, political unrest and cyclone Eloise exposed the country’s vulnerability to external shocks. As a small and landlocked country, Eswatini is vulnerable to international and regional developments such as the Russia-Ukraine war contributing to rising oil and food prices, hurting the poor most. Already, Eswatini is regarded as a country with high poverty, unemployment, inequality, and HIV prevalence levels. All that has caused further strain in the health sector, school closures, increased gender-based violence, violation of basic human rights, disruption to economic activities, additional losses of jobs, incomes and livelihoods. It is in this context of continued socio-economic upheaval and new policy challenges that the RCO in Eswatini will convene its annual retreat between 1st and 5th of August 2022. The Retreat will turn its attention to strengthening the knowledge on and implementation of the UN Reform, share common understanding of Management And Accountability Framework (MAF) of the UN Development and Resident Coordinator System with particular focus on the role of the RCO and UNCT. The RCO will have the opportunity to reshape the culture of the office and the team following the arrival of a new RC. There is a need to refocus to be a strong and coordinated team, providing thought leadership, and pushing the delivery of the UNSDCF as one UN in Eswatini. A well-functioning RCO relies on the cohesion, strength, and ability of its staff to work together as a team to deliver on its coordination mandate.

Under the overall supervision of the Resident Coordinator (RC) and in close collaboration with Team Leader and Strategic Planner and selected RCO staff members, the consultant will perform the following tasks.

•Facilitate the presentation and discussion in the retreat in an organized manner to help RC and staff to mutually identify key strategic directions and decisions that will be mutually owned as RCO. •Support RCO to finalize the meeting agenda and discuss the expected outcomes. •Facilitate discussions to increase alignment among the Core Staff to achieve greater cohesiveness around shared goals. •Produce reviewed RCO work plan and consolidated report that includes Retreat Outcomes and Resolutions
