Duties and Responsibilities

BACKGROUND: The International Trade Centre (ITC) is a joint agency of the United Nations and World Trade Organization based in Geneva. ITC’s mission is to enable small business export success in developing and transition-economy countries, by providing, with partners, sustainable and inclusive development solutions to the private sector, business and entrepreneurship support institutions, and policymakers. The ARRIVES (Assisting the Reintegration of Returnees through Integrated Vocational and Entrepreneurship Support) project is a collaborative effort to support the economic reintegration of Nigerians returning from Germany. ARRIVES seeks to address gaps in the current return and reintegration system by ensuring that returnees receive continuous, well-structured support. ARRIVES aims to establish a coordinated support system, ensuring that returnees can reintegrate economically by establishing businesses or finding employment, thus contributing to their personal success and national development. This assignment contributes to “Project Measure 7: building partnerships with local economic development organizations in Nigeria to strengthen services for returnees.” As part of the project, a Civil Society Organization (CSO) providing support to returning migrants has been selected to receive ITC support to enhance its performance. A key support requested is the optimization of results measurement within the organization. ITC aims to assist the CSO in establishing a sustainable and resilient results measurement structure that preserves the wealth of impact data the organization has gained over the years. To achieve this, ITC seeks a consultant to help the CSO to institutionalize a structured results measurement approach by improving internal processes, refining data collection mechanisms, and systematically analysing and communicating impact data in a compelling and evidence-based manner. DESCRIPTION OF DUTIES/RESPONSIBILITIES The Consultant will work for ITC’s Women, Youth and Vulnerable Communications Section, under the direct supervision of the Institutions and Ecosystems Programme Officer, and is expected to perform the following duties: Output 1: Measurement Capacity Strengthening • Assess current CSO M&E processes, tools, and methodologies. • Develop an improvement plan based on best practices and ITC methodology. • Train the CSO M&E officer on ROI-based impact reporting and integrating ESG considerations. Output 2: Results Framework and Templates • Design or refine a structured results framework with the CSO. • Create standardized templates for data collection, tracking, and impact storytelling. • Refine baseline forms, identify key metrics, and introduce free software tools for improved data entry and analysis. Output 3: Impact Storytelling and Reporting • Develop a structured storytelling process to translate data into compelling impact reports. • Analyze past CSO data to create model impact reports and case studies. • Train the CSO team on professional impact writing and presentation. Output 4: Communication and Knowledge Transfer • Engage CSO leadership in reviewing key impact findings. • Develop a communication plan for sharing key M&E insights with stakeholders. • Train the CSO team on the use of new templates, frameworks, and tools to ensure sustainability. Copyright Clause: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC.
