The United Nations Development Programme (UNDP) Afghanistan is implementing an Area-based Approach for Development Emergency Initiatives Strategy, referred to ABADEI Strategy, to support basic human needs that will enable people and communities to withstand multiple shocks related to the August 15 power shift in the country. The interventions proposed under the ABADEI Strategy, undertaken alongside the humanitarian response, aim to mitigate, and hopefully avert, the immediate impact of the crisis on lives and livelihoods. To support UN joint programming in the provision of basic human needs, a Special Trust Fund for Afghanistan (hereinafter referred as the Fund or STFA) was established on 20 October 2021. The Fund will serve as an inter-agency mechanism to enable donors to channel their resources and coordinate their support to the ABADEI Strategy and the UN joint programmes developed under it.

The Fund is administered by the UNDP Multi-Partner Trust Fund Office (MPTF Office), acting as the Administrative Agent. The Trust Fund Management Unit (TFMU) is the Fund Secretariat for STFA and is the entity responsible for the operational functioning of the Fund and provides technical and management support to the Steering Committee. Under the direct supervision and overall guidance of the Monitoring & Evaluation Specialist, housed in the TFMU, the Results Based Management Specialist will also work in close collaboration with the Project Management Specialist, Integrated Risk Management Unit as well as Monitoring and Evaluation teams to support implementation of the ABADEI joint programmes; maintain results-based management frameworks; contribute to knowledge management and sharing and support capacity building on M&E and RBM. The RBM Specialist will also liaise with M&E thematic working group members, international community, Participating UN organizations, community groups, and civil society organizations, as applicable and relevant.

Duties and Responsibilities

The Results Based Management Specialist will (1) support effective implementation of the joint programmes, including planning, monitoring, and reporting; (2) coordinate implementation of results-based management frameworks; and (3) contribute to knowledge sharing and management on ABADEI among key stakeholders.

  1. Effective implementation of the joint programmes, including planning, monitoring, and reporting.

Duties:

  • Provide coordination and technical support to planning, monitoring and reporting of the Trust Fund, including development of monitoring framework and systems for the ABADEI programme.
  • Support results-monitoring of the projects in line with corporate and Trust Fund requirements and ensure collection of reliable and coherent data, achieving the right balance of qualitative and quantitative evidence.
  • Lead implementation of effective mechanisms for monitoring of the programmes and projects, including the indicators and performance parameters and provide technical advice on data use, interpretation and analysis to assess project results, improve project quality, identify trends, and inform future decision-making processes allowing for reporting against projects reporting and other corporate and regional reporting.
  • Lead quarterly and annual reporting using inputs from the joint programmes for dissemination to the donor community, Participating UN Organizations and other key stakeholders.
  • Support to maintain a ‘watch list’ for risk areas and provide risk management support to the Integrated Risk Management Unit team.

2.) Coordinate implementation of results-based management frameworks

Duties:

  • Lead application of RBM tools in the joint programmes and provide technical support to project staff on results-based management strategies and tools, project management platforms and systems as well as business processes in line with programming and reporting requirements.
  • Apply and provide guidance on innovative monitoring tools and practices, including remote monitoring to inform implementation.
  • Establish and implement a system for regular monitoring and spot checks and follow up on the implementation of recommendations by the PUNOs implementing the projects funded by the Trust Fund.
  • Ensure aggregate progress reports are prepared in line with established requirements and in a timely manner.
  • Provide accurate and timely inputs to the monitoring and evaluation exercises, data collection, and programme level strategies and plans.

3.) Knowledge sharing and management

Duties:

  • Support implementation of relevant trainings related on reporting, monitoring and evaluation, data management and visualization.
  • Support compliance with the Trust Fund reporting and programme management by reviewing joint programme documents, activity plans and other relevant documents and suggesting any mitigating measures, where required.
  • Document and synthesise best practices and lessons learned on joint UN ABADEI programming, including those linked to results-based management and partnership-building to provide contributions that guide decision-making.
  • Support the Communications Specialist and Participating UN organizations in preparation of various communication products for joint UN ABADEI programming and provide inputs to update communication and visibility material on joint UN ABADEI programming.
  • Collaborate and coordinate with focal points of the Participating UN organizations other teams on results-based management and project management related issues and contribute inputs on project management, RBM tools and monitoring frameworks to knowledge networks, thematic sub-groups and communities of practice.

Required Skills and Experience

Education:

Master’s or Bachelor’s degree in Public or Business Administration, Development Studies, Economics, Social Policy, Development Studies or a related area is required.

Experience:

  • With Master’s five years or Bachelor’s seven years experience with quality assurance instruments and RBM models.
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.) and advance knowledge of spreadsheet and database packages.
  • Experience in development and/or use of monitoring tools and methodologies, design of evaluation is required.
  • Experience of working in large programme portfolios will be an advantage.
  • Experience in use of SPSS and similar packages is an advantage

Language Requirements:

Proficiency in English is required – both written and oral.

Knowledge of the local language Dari and/or Pashto is required.
