In this project, UNDP is supporting SDG Localization, which is a priority in the United Nations Development Cooperation Framework (2022-2026) which articulates the UN development system’s support for Thailand’s strong commitment to achieve the 2030 Agenda and the SDGs. It is equally a key priority for UNDP as emphasized in UNDP’s Strategic Plan 2022-2025 (where UNDP aims to continue work through six signature solutions on poverty and inequality, governance, resilience, environment, energy and gender equality to achieve sustainable development) and the Country Programme of UNDP in Thailand (2022-2026).

The successful applicant will join a team of dedicated development professionals whose primary role is to support Thailand to achieve the 2030 Agenda. As part of the UNDP team the focus of this position will be to support the project manager in finalizing the project work plan and implementation of project activities in collaboration with project partners and stakeholders at national and local levels. The position will support the process of finding specific local solutions contributing to sustainable development and to ensure that no one is left behind through multi-stakeholder engagement and capacity building for achievement of SDGs across Thailand.

UNDP is looking for a candidate with good interpersonal, analytical, planning, monitoring and reporting skills and abilities to build links, make choices and connections across project partners and sectors. We seek an enthusiastic, motivated, and committed person to making a positive contribution to promoting sustainable development in Thailand.

Under the overall guidance and direct supervision of the Project Manager, the UNV will ensure effective and timely reporting and delivery of the Project titled “Strengthening SDG Localization in Thailand”. The aim of the project is to strengthen dialogue to achieve the SDGs in Thailand at national and local levels, with special attention on human rights, gender equality, environment and resilience to climate change. This will be achieved through two outputs (1) Inclusive participation representing different social groups in SDG localization increased at local and provincial levels and (2) Capacity building enhanced for state and non-State actors on the SDGs to foster data driven and gender-responsive SDG localization Thailand. The UNV will play a crucial role in supporting the implementation of this project through effective monitoring of project results and assuring quality of project deliverables.

Within the delegated authority and under the supervision of The Project Manger the UNV Result Based Management Specialist will:

• Assist the Project Manger to ensure quality design of programme monitoring, evaluation and reporting procedures, tools, policies, and strategies • Support the design and implementation of a proper monitoring framework for all activities under this project, which will ensure that UNDP can access timely information. • Monitor grant disbursement and implementation at provincial level, verify information and ensure quality reporting • Provide oversight the project monitoring, evaluations, learning and reporting of results • Review and revise reports and Knowledge Products • Ensure timely and quality reporting to the donor • Ensure project follows a system of quality data collection and reporting process monitoring • Travel with the team to different provinces of Thailand to assist in organizing workshops and multi-stakeholder consultations • Update the project manager on achievements of project results against the project plan and the gaps identified • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs:

• As an active UNDP Thailand team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP Thailand and its beneficiaries in the accomplishment of her/his functions, including: • Review and revise as necessary project reporting system, results framework and data collection protocols to ensure sustainability and viability for inputs; • Collect and develop dossiers for each activity and province, collect developments to demonstrate milestones or progress for reporting purposes • Contribute to monthly donor updates to demonstrate progress • Draft annual report based on inputs received through reporting system, results framework and data collection exercise • Conduct brief research, or input into tools and reports, substantive material needed for implementation • Work seamlessly and cooperatively with the project and programme team

• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Results based management, monitoring and evaluation, statistics, international development, project management, economics or areas related to social science • Professional work experience at the national and/or international level in results based management, monitoring and evaluation, or international development, or other relevant programmes; experience working in the UN or other international development organization is an asset • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in sustainable development, volunteerism as a mechanism for durable development, and the UN System.

This is an assignment for the Thai Nationals, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UNV Entitlements and allowances:

The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service. Contingent on specific eligibility criteria, location of the volunteer assignment and contractual type and category, the payment of allowances will begin from the date of Commencement of Service.
