Overview

Lead results based management implementation in ICAO

You have:

  • A first-level university degree in a related field.
  • Prince 2, Agile or equivalent project management qualification is desirable.
  • Demonstrable expertise and/or qualification in RBM principles and practice in UN agencies is required.
  • At least ten years' experience in a role related to results-based management, organizational change/transformation or operational assessment, performance monitoring and assessment, internal process reviews and/or audits is required.
  • Extensive experience in administration and implementation of strategic or operational (action) plans on a regional or international level is required.
  • Extensive experience in managing complex stakeholders, effective communications and engagement is required.
  • Extensive experience in developing strategic planning, results based KPIs and reporting frameworks is required.
  • Proficient in Microsoft Office including word, excel and power point is required.
  • Proficient in Microsoft Project, Power BI and graphic design is desirable.
  • Fluent reading, writing and speaking abilities in English are essential.
  • A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is desirable.

Duties and Responsibilities THE ORGANIZATIONAL SETTING

The Secretariat consists of the Office of the Secretary General, five Bureaus, seven Regional Offices, the Finance Branch, the Office of Internal Oversight, and the Ethics Office. The five Bureaus are as follows: the Air Navigation Bureau, the Air Transport Bureau, the Capacity Development Implementation Bureau, the Legal Affairs and External Relations Bureau, and the Bureau of Administration and Services, which are located at ICAO Headquarters in Montreal.

Under the overall direction of the Office of the Secretary General (OSG), the Strategic Planning, Coordination and Partnerships Office (SPCP) coordinates high-level and cross-cutting strategies and priorities among the different Bureaus and Offices, including the Regional Offices, of the Organization. In particular, the SPCP is responsible for ICAO Strategic Planning and Business Planning and the overall corporate performance and risks management framework, which form the basis for resource allocation and assist the Secretary General to monitor accountability and performance with respect to the implementation of initiatives.

ICAO is undergoing a significant transformation reforming its Strategic Operations and so, under the guidance of the Chief, Strategic Planning and Regional Affairs Coordination within SPCP the incumbent will implement elements of the Results Based Management Project, being delivered as a key element of ICAOs Transformational Objective, enabling ICAO to transform to a Results Based Management Organization and achieve the established desired Joint Inspection Union (JIU) benchmarks. In particular, the incumbent will:

MAJOR DUTIES AND RESPONSIBILITIES

Under the guidance and supervision of the Chief, Strategic Planning and Regional Affairs Coordination (PRC), achieving the following results:

Function 1 (incl. Expected Results) Establishes the RBM Strategy and associated governance, achieving results such as:

  • Approve RBM Strategy defining RBM target state, architecture and application appropriate to ICAO.
  • Implement standardize prioritization methodology and associated process and procedures.
  • Define robust governance structure aligned with ICAOs Accountability Framework.
  • Approve detailed RBM Roadmap including transition planning to embed RBM fully for ICAO.

Function 2 (incl. Expected Results) Creates and collaborates with interdependent Transformational Objective Projects and workstreams, to establish business requirements aligned with the future RBM approach within the Organization, achieving results such as:

  • Align Strategic Planning process and outputs to RBM methodology and principles.
  • Define business requirements aligned to RBM for new systems to be delivered as part of Digital Transformation; specifically, but not limited to: Enterprise Resource Planning, Project Portfolio Management, Corporate Performance and Monitoring and Reporting and Enterprise Risk Management systems.
  • Define business requirements aligned to RBM to enable successful implantation of results-based budgeting.
  • Define cultural and people development requirements to enable the transition towards a results-based culture.

Function 3 (incl. Expected Results) Completes process and procedural impact assessments and enhancement aligned to the future Strategic Operating Model, achieving results such as:

  • Define future Strategic Operating Model specific to RBM principles and aligned to ICAOs Strategic Plan.
  • Assess impact and identify process enhancements, simplification and re-engineering.

Function 4 (incl. expected Results) Leads Change Management plan deliverables enabling a successful transition to embed RBM in ICAO’s culture, achieving results such as:

  • Robust communication and engagement strategy.
  • Establish and deliver effective training plan, focused on capacity building.
  • Manage inclusion and understanding for stakeholders and colleagues through effective RACI.
  • Manage the pace of change through effective change management.

Function 5 Performs other related duties, as assigned or required to ensure strategic alignment to RBM.

Qualifications/special skills EDUCATION

Essential:

  • A first-level university degree. in a related field.

Desirable:

  • Prince 2, Agile or equivalent project management qualification.

PROFESSIONAL EXPERIENCE

  • Demonstrable expertise and/or qualification in RBM principles and practice in UN agencies, is required.

Additional Information Please note that the monthly rate for Band C varies from CAD $ 7,562 to CAD $ 10,910.
