This is a UNV International Youth contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Youth contracts.

Under the direct supervision of the Monitoring and Evaluation Analyst and overall guidance of the Deputy Resident Representative, UN Volunteer will support development of Country Office (CO) strategic planning, monitoring, reporting and application of Result Based Management (RBM) tools in these processes. UN Volunteer will assist to effective implementation of the evaluation policy, assist in ensuring that monitoring and evaluation requirements for the Country Programme, and projects are met, will participate in the conduct of thematic and crosscutting evaluations and ensure a systematics follow up to the evaluation recommendations. UNV will assist programme and project teams in designing effective programme and project M&E systems, monitoring the progress and reporting against the set indicators.

1.Contribute to the CO Strategic Planning and facilitate the Country Programme level Monitoring, Evaluation and Reporting: • Assist in development of the results-based M&E system for the UNDP Country Programme Document (CPD); • Assist in development of management response and follow-up to the evaluation recommendations; • Assist in development of performance indicators for all levels of results outlined in corporate documents; • Assist in development or support the development of common systems and procedures for M&E of UN Joint Programmes upon necessity.

  1. Support CO M&E efforts in line with the corporate requirements: • Assist in coordinating inputs into the corporate planning and reporting tools including but not limited to the Strategy Note, Integrated Work Plan, Results Oriented Analysis Report, mini-ROAR on COVID-19; • Assist in drafting Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participate in selection of con-sultants and evaluation teams, provide technical feedback on evaluations.

  2. Assist M&E Analyst in guiding programme and project teams in establishing effective, RBM-based M&E systems: • Assist in updating information for communication campaigns for monthly and annual reporting of the office; • Assist in developing data gathering and management system and practices to ensure up to date data programme and project related; • Assist in monitoring projects’ progress against set indicators and targets.

  3. Support programme sustainability and communication: • Assist in identification of measures for sustainability of project results, collect information and data for internal and external results reporting including UNDP Belarus annual reports, use of digital systems for business intelligence, and delivery monitoring; • Assist in establishing ongoing development of the project fiches for resource mobilization. Apply creativity for marketing of the new project ideas including application of infographics and other visuals; • Assist the CO management in proper communication with the stakeholders to present the outcomes of the UNDP CO activities in the country; • Assist in research of best practices of programme development, resource mobilization, monitoring and evaluation in the region and worldwide.

  4. Facilitate knowledge sharing and networking on the M&E-related topics. Keep abreast of the state-of-the-art/innovative M&E tools and methodologies: • Assist in creation and management of a central database for management of information around monitoring indicators, using relevant software, as appropriate; • Assist to analyzes lessons learned through the M&E processes and development of knowledge products to be disseminated within UNDP, its partners and UNCT; • Assist in implementation of Learning Strategy.

or demonstrated interest in international, multilateral/bilateral or national organization; • Theoretical knowledge in RBM and M&E is an asset; • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;
