Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. Together, UN Women in Tunisia and Libya form a Cluster Office with joint management and operational team.

In Tunisia, UN Women is currently focusing on the following Impact Areas under Strategic Note (SN) 2018-2021:

  • Women lead, participate in, and benefit equally from governance systems;
  • Women have income security, decent work, and economic autonomy;
  • Women and girls contribute and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action;
  • A comprehensive and dynamic set of global norms, policies, and standards on gender equality and the empowerment of all women and girls is strengthened and implemented to achieve these impacts. UN Women engages in normative support, coordination, and program implementation.

An SN articulates UN Women’s contribution to achieving national priorities, goals, and results set out in the UN Sustainable Development Cooperation Framework (UNSDCF), with an indication of the resources needed to achieve such results. It includes information on the context, lessons learned, proposed program including the corresponding Theory of Change (ToC), partnerships and coordination, sustainability strategy, program management and operations, monitoring, knowledge management and evaluation, resource mobilization, communication, and advocacy, as well as risk management.

In the field, the SN represents a multi-year programming instrument that translates UN Women’s Strategic Plan at the country level and adapts it to the local context and priorities, in alignment with the UNSDCF/ The SN should be finalized once the UNSCDF is completed at the UN Country Team (UNCT) level. Given that the UNSDCF 2022-2025 has been adopted by the Tunisian Government in December 2020, in 2021, the Conflict Cluster office for Tunisia is starting the elaboration of its SN 2022-2025. For that purpose, the office is looking to hire a Result Based Planning Specialist. Under the direct guidance and supervision of the Planning and Coordination Specialist, the overall supervision of the Deputy Country Representative, and the Country Representative, the International consultant will support a result-oriented and evidence-based approach to UN Women strategic planning at the country level.

Duties and Responsibilities

Provide support to the strategic planning for the Conflict Cluster Tunisia Country Office. Provide technical support, briefing materials, and advice on:

  • the formulation of concept notes for UN Women's intervention areas for the 4 upcoming years;
  • the development of country programming processes and products, including, strategic note (Narrative and Development result framework) aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025) and the annual work plan 2022;
  • consultation processes within the UN System and all national and international stakeholders in the planning process.

Provide capacity development support to the Office team on RBM, planning, and coordination:

  • Identify the team training needs;
  • Deliver training sessions to the whole team, using documents and drafts from the team for hands-on training on:
  1. UN Women planning processes and documents including quality criteria (following UN Women guidance notes)
  2. RBM fundamentals such as SMART indicators and results frameworks, Theory of Change;
  3. Results-based monitoring and reporting on the Result management system (RMS)

Develop with input from the Planning and Coordination Specialist:

  • Final report of national consultations;
  • Monitoring and Evaluation Plan.

Required Skills and Experience

Education:

  • Master's degree in social policy, public policy, politics, economics, development studies, or a related area.

Experience:

  • A minimum of seven years of progressively responsible experience in providing strategic and technical support to project/programme management;
  • Proven ability to mainstream Gender-sensitive result-based management approach into strategic planning documents;
  • Proven track record of excellent presentation and drafting skills is required.

Language Requirements:

  • Proficiency in English. Working knowledge in French is desirable.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Master's degree in social policy, public policy, politics, economics, development studies or a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. (10%)
  • Criteria 2: A minimum of seven years of progressively responsible experience in providing strategic and technical support to project/programme management (20%)
  • Criteria 3: Proven ability to mainstream Gender-sensitive result-based management approach into strategic planning documents (20 %)
  • Criteria 4: Proven track record of excellent presentation and drafting skills is required (10%)
  • Criteria 5: Proficiency in English. Working knowledge in French is desirable (10 %)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
