Result of Service Objective and scope of work: The objective of this consultancy is to develop the accompanying Results Framework for DPPA’s new 2023-2026 Strategic Plan through an inclusive and participatory consultative process. This will involve activities such as facilitating discussions with the Planning Group, agreeing on elements of the results chain (activities, outputs, outcomes etc.,) developing/selecting appropriate indicators, sharing draft Results Framework for feedback, etc. DPPA will seek the services of a separate strategic planning expert to develop its 2023-2026 Strategic Plan. The consultant/contractor of this assignment will support the strategic planner to first articulate the Goals and strategic objectives of the Plan using RBM principles. Following the endorsement of the strategic objectives of the new Plan by DPPA management, the RBM expert will then lead the drafting of the new Results Framework.

Approach and Timeline: The RBM expert will apply the following approach, among others, to draft and finalize the Results Framework: I. Desk review, preliminary analysis and Action Plan (2 weeks; by first week of June): Key activities during this phase include: a. With the aim of developing a new and improved Results Framework, the RBM expert should also critically analyze the current Results Framework and its shortcomings. b. The Results Framework is central to key planning and performance management documents of the Department such as Senior Management’s Compacts, Divisions’ Annual Work Plans, donor reports, evaluation work plans, peace and security reform benefits tracker, WPS monitoring and reporting framework etc. As such, a desk review of documents should be undertaken with the aim of harmonizing the existing planning, implementation and reporting systems of DPPA to the extent possible. c. Prepare an action plan outlining key steps as to how the new Results Framework will be developed. II. Review and provide inputs to the concept Note/ Discussion Paper: This note will set the stage for discussion with stakeholders on priorities for 2023-2026. The RBM expert will be expected to provide inputs to the strategic planner during the preparation of this note.

III. Support a half-day validation exercise (expected to take place during mid- June): The strategic planner will organize a half-day validation exercise to reach consensus on DPPA’s priority areas in the Strategic Plan. At the end of the exercise, stakeholders will have agreed on key strategic objectives of the DPPA Strategic Plan. As the RBM expert will need to further break down these agreed upon objectives into deliverables for DPPA’s Results Framework, the strategic planner and RBM expert will need to work together to complete this validation exercise and ensure that the objectives are SMART (specific, measurable, achievable, relevant and time-bound).

IV. Draft the Results Framework and share for feedback (4 weeks; by mid-July): This phase represents the main area of work for the RBM expert. Together with the Planning Group, the RBM expert will unpack the higher-level strategic objectives into concrete, gender-sensitive deliverables. Once these are agreed upon, the RBM expert will facilitate the identification of SMART indicators for each Outcome and Output. Assumptions and risks for each priority area/Goal will also have to be identified in the Results Framework.

V. Finalize the Results Framework and prepare the annotated notes or ‘code book’ to define each indicator (2 weeks; by mid-August).

VI. Finalize the code-book for the Results Framework (1 week; by September)

Expected Deliverables: The final product of this consultancy will be the DPPA Results Framework (including the full results chain, SMART indicators at all levels, risks and assumptions). Additional deliverables include: - Regular progress updates to the Office of the Under-Secretary-General of DPPA (OUSG); - Develop and share an action plan on how the Results Framework will be developed; - Provide inputs to the discussion note for Validation Workshop (prepared by the strategic planner); - Liaise with the strategic planner to formulate goals and objectives for the new Plan, as per RBM principles; - Interview staff, partners and other selected stakeholders; - Prepare guidance/background notes for the Planning Group meetings during the drafting of the Results Framework; - Organize and facilitate a series of meetings with the Planning Group; - Hold consultations with donors, key Member States etc.as required by DPPA, and; - Prepare annotated notes/code book to define indicators.

Duties and Responsibilities Background: The Department of Political and Peacebuilding Affairs (DPPA) is responsible for all United Nations Secretariat matters related to the prevention, management and resolution of conflicts at the global level. DPPA is the lead entity of the UN for good offices, political analysis, mediation, electoral assistance, peacebuilding support and political guidance as they relate to the Organization’s efforts towards, inter alia, preventive diplomacy, peacemaking, peacebuilding and sustaining peace. DPPA oversees the work of special political missions, including special envoys and regional offices. It also provides support to peacekeeping operations in the areas of mediation, electoral assistance and peacebuilding, as well as to resident coordinators working in complex political situations. It provides substantive support and secretariat services to the Security Council and its subsidiary bodies, as well as to relevant subsidiary organs of the General Assembly. DPPA also provides strategic, substantive and technical support to the work of the Peacebuilding Commission, manages the Peacebuilding Fund on behalf of the Secretary-General and draws together the expertise of the United Nations system to facilitate coherent system-wide action in support of peacebuilding and sustaining peace. During the second quarter of 2022, the Department will embark on drafting its second Strategic Plan outlining its vision for 2023-2026. This will include articulating what priorities DPPA wants to focus on for the next four years and how these will be achieved. DPPA’s multi-year Strategic Plan serves as one of the main starting points for planning in the Department and is accompanied by a Results Framework—one of DPPA’s key monitoring and reporting tools. The Strategic Plan accompanied by a Results Framework will serve the following four purposes: - Help the Department prioritize its work in relation to its long-term goals - Achieve alignment of DPPA’s resources around common goals and strategic objectives - Strengthen DPPA’s communication on intended results it is seeking to achieve - Improve DPPA’s accountability framework and enhance the department’s performance management

Qualifications/special skills - Master’s degree in international relations, political science, development, social science or similar area; - A minimum of fifteen (15) years of experience in programme or project management; Results-based-Management (RBM) approach; developing SMART results and indicators, along with data collection, analysis and reporting; design, monitoring and evaluation (M&E) of conflict prevention and sustaining peace programmes. - Knowledge and understanding of DPPA’s mandate and UN’s work in preventive diplomacy, conflict prevention and sustaining peace is highly desirable; - Demonstrated expertise on gender and the women, peace and security agenda is highly desirable; - Demonstrated strategic thinking, analytical and drafting skills; - Excellent facilitation and interpersonal skills; - Strong ability to gather and organize information and resources, compile data, and to synthesize knowledge from diverse sources of information; - Excellent written and verbal communication skills.
