Result of Service The ultimate result of services is to develop a Resource Mobilisation and Partnership Strategy and associated Implementation Plan so that the existing donor base is maintained, and additional funding is generated through expanding bilateral and multilateral donors, as well from private and philanthropic sources as per indicative targets established in the document.

Duties and Responsibilities The Climate Technology Centre and Network (CTCN), headquartered in the UN City in Copenhagen, is the implementation arm of the Technology Mechanism of the United Nations Framework Convention on Climate Change (UNFCCC). The CTCN promotes accelerated technology development and transfer, as well as strengthened policy and regulatory environments, at the request of developing countries as they seek to fulfil their Paris Agreement and Sustainable Development Goals. The Centre has served over 101 countries since its launch in the fall of 2013, providing targeted mitigation and adaptation interventions that enable countries to make progress in their transition to more climate resilient, low GHG emission economies. The CTCN is hosted by the UN Environment Programme (UNEP). Technology transfer has been a cornerstone of the UN Framework Convention on Climate Change (UNFCCC) since it was established. Acknowledging the need to accelerate the transfer of climate change mitigation and adaptation technologies, the Parties to the Convention took a major step forward by establishing the Technology Mechanism at the 16th session of the Conference of Parties (COP) in Cancun in 2010. The CTCN serves as a trusted technology partner, matching developing country needs for climate change-related technology equipment, methods, capacity building and policy advice with world-class expertise. It does this through a distributed model that includes a global network of over 650 technology experts from academia, civil society, finance, the private sector and research institutions; 160 national climate technology focal points; technical resources of the UNEP; and a secretariat headquartered at the UN City in Copenhagen.

The CTCN implements its mission through three core services defined by the UNFCCC: 1) providing technical assistance at the request of developing countries to accelerate the transfer of climate technologies; 2) fostering collaboration and innovation among climate technology stakeholders via the Centre's network of regional and sectoral experts from academia, the private sector, and public and research institutions; and 3) strengthening climate change capabilities through knowledge sharing and capacity building.

The CTCN’s activities are guided by multi-year Programme of Works that align the country-driven services provided by the CTCN with the actions and activities specified in the Technology Framework of the Paris Agreement. Annual Operating Plans, derived from the Programme of Work, set targets on an annual basis in line with resources available to support the CTCN’s operations and provide detail on the activities of the CTCN that fall within its mandate as the implementation arm of the Technology Mechanism. Recent COP and CMA decisions have called for enhanced climate technology development and transfer through the Technology Mechanism and for the CTCN, as the implementation arm of the Technology Mechanism, to further enhance its resource mobilisation efforts from various sources, including the Financial Mechanism; bilateral, multilateral and private sector channels; philanthropic sources; and financial and in-kind contributions from the host organisation and participants in the Network, in order to effectively implement its Programme of Work. In the course of 2022, the CTCN will develop its third Programme of Work (2023-2027) to be considered for adoption by the CTCN Advisory Board at its twentieth meeting (expected September 2022). In parallel to the Programme of Work, the CTCN will develop a robust forward-looking Resource Mobilization and Partnership Strategy and implementation plan which takes into account the changing donor landscape and assesses lessons learned from past and current resource mobilisation and partnership efforts to ensure that stable and secure funding is available for the implementation of the Programme of Work. In addition to traditional donors active in the climate change field, the strategy will also explore options and approaches for mobilising new aid modalities and actors from a wide range of financial and private institutions at all levels to diversify the resource base for the CTCN. The CTCN is therefore seeking the services of a qualified consultant to lead consultation on and the design of a robust and comprehensive Resource Mobilisation and Partnership Strategy and Implementation Plan that is responsive to the CTCN’s strategic vision and direction as embodied in the Programme of Work. The consultancy is home-based, with up to two (2) travels to the CTCN Headquarters

Qualifications/special skills Skills: 1) Thorough understanding of the UNFCCC, GCF, SDGs, the Paris Agreement and other relevant international agreements. 2) Excellent knowledge of key donors focused on climate change, technology & innovation, gender & youth issues, and sustainable development in developing countries. 3) Strong analytical, strategic thinking and planning skills and ability to work under tight deadlines. Academic Qualifications: Advanced university degree in (Master’s degree or equivalent) in business administration, economics, environmental science, international relations, political science, social science or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree Experience: 1) At least ten years’ experience in fundraising, resource mobilisation or partnership building, preferably in the climate change, environment or sustainable development fields 2) Proven experience and success in developing business models and mobilising funds for international non-governmental organisations, national government and/or UN organisations. 3) Proven capacity and experience in drafting and refining resource mobilisation strategies, outreach to donors and developing successful funding applications. Language: 1) Fluency in written and spoken English is required. Knowledge of French is desirable

Additional Information Deliverable 1: Scan of current and potential donor and partnership landscape - Review the CTCN’s funding model, past Annual Operating Plans and financial reports, pipeline of interventions and most recent strategy to understand the needs and desired outcomes; - Consult with the CTCN team to better understand the vision, mission and focus areas of the CTCN; - In consultation with the Consultant working on the CTCN’s third Programme of Work (2023 – 2027) design and roll out, through the stakeholder consultation process led by the consultant as mentioned earlier, questions for relevant stakeholders to provide their input into the technical work on resource mobilisation, in the form of their pertinent views and experiences; - Conduct a comprehensive analysis and mapping of potential donors, including identifying the level of current engagement of CTCN stakeholder institutions with said donors (traditional bilateral and multilateral donors, new/emerging donors, financial and private institutions, and including the need for diversification of sources, such as ODA, South-South and triangular modalities of cooperation) to assess the feasibility of mobilising and leveraging resources and explore opportunities for partnerships (providing details such as thematic areas, funding windows, conditions and indicative amounts available);

Deliverable 2: Draft resource mobilisation and partnership strategy, and related implementation plan presented to CTCN Senior management and staff for review and discussion

• Liaise closely with the Consultant supporting the development of the CTCN’s third Programme of Work (2023-2026) to understand programme priorities and targets for programme development;
• Develop a comprehensive draft resource mobilisation and partnership strategy and related implementation plan, which includes: o overview of the situation, opportunities and needs for taking action, leading towards concrete options and key elements for resource mobilisation o resource mobilisation objectives and targets (bilateral, private sector, public funding, foundations…etc) o recommend strategies to develop and maintain strategic partnerships and engagement with key donors; o concrete roadmaps for mobilising and leveraging resources, including time-bound action plans with key responsible focal points o measurable and quantifiable performance indicators
• Lead workshop with key CTCN staff to review the Strategy and implementation plan and establish a process and mechanism for implementation of the strategy;
• Present the draft strategy to the CTCN Advisory Board task force assigned to support the work and incorporate inputs; Deliverable 3: Second draft resource mobilisation and partnership strategy with associated implementation plan
• Propose second draft document with feedback incorporated through reviews and validation exercises
• Organise formal exercises/consultations/workshops as needed and relevant and incorporation of feedback received.
• Incorporate recommendations from the draft final report of the Periodic Assessment of the effectiveness and adequacy of the support provided to the Technology Mechanism in supporting the implementation of the Paris Agreement on matters relating to technology development and transfer.
• Liaise with the Consultant working on the development of the CTCN’s third Programme of Work to ensure alignment of the two complementary documents.
• Present second draft strategy to the CTCN Advisory Board task force assigned to support the work and incorporate inputs; Deliverable 4: Finlalized resource mobilisation and partnership strategy with associated implementation plan
• Present final draft strategy to the CTCN Advisory Board during its 20th meeting (expected in September 2022) and incorporate inputs;
• Revise final document as needed (September – November 2022).
