Duties and Responsibilities 1. The International Seabed Authority (ISA) is an autonomous international organization established under the United Nations Convention on the Law of the Sea of 10 December 1982 (UNCLOS) and the Agreement relating to the Implementation of Part XI of the United Nations Convention on the Law of the Sea (the 1994 Agreement). ISA is the organization through which States Parties to UNCLOS organize and control all mineral-resources-related activities in the Area for the benefit of mankind as a whole.

2. The ISA is seeking a consultant with requisite experience in international relations, international development, financing, economics or related fields to produce the deliverables identified in line with the Terms of Reference of work in the Annex to the present call and invites proposals to be submitted via email to [email protected] not later than 21 January 2022.

3. Proposals should not exceed 1,500 words and should thoroughly and sufficiently demonstrate the competence and expertise of the applicant to meet the requirements contained in the Annex. Proposals should equally reflect a clear methodology on the deliverables as well as proposed costs. All proposals will be reviewed by a committee and the outcome will be communicated to applicants using the contact details provided.

TERMS OF REFERENCE FOR CONSULTANCY TO DEVELOP A RESOURCE MOBILIZATION STRATEGY FOR THE IMPLEMENTATION OF THE PROGRAMMATIC MANDATE OF THE INTERNATIONAL SEABED AUTHORITY

I. Background and rationale

1. Under the overall supervision of the Senior Policy Officer & Special Assistant to the Secretary-General, the Consultant will lead the consultation and design of a resource mobilization strategy and action plan. The objective of the strategy and action plan is to assist the Secretariat of the ISA to identify and mobilize the financial resources needed to support the implementation of (i) the programmatic approach of ISA for capacity development as endorsed by the Assembly in December 2020 through its decision ISBA/26/A/18 and; (ii) the implementation of the Action Plan for Marine Scientific Research adopted in support of the UN Decade of Ocean Science for Sustainable development adopted by the Assembly in December 2020 through its decision ISBA/26/A/17.

2. Historically, ISA has always been heavily dependent on the contributions of its members to finance its activities with limited programmes and projects being implemented through funding provided by donors. However, as outlined in a recent report submitted to the Finance Committee, ISA is under increasing pressure to deliver on other important elements of its mandate, including the promotion and encouragement of marine scientific research in the Area, and the need to ensure the integrated participation of developing States in the work of ISA including through and capacity development programmes and technical assistance, all of which having considerable financial implications. The unprecedented COVID-19 pandemic has further reduced the available budget of ISA, in a context where assistance of donors is more than ever needed. In this context, the multiplication of global ocean-related initiatives and commitments represents both an additional factor of complexity and of opportunities. Indeed, new donors are emerging globally with priorities aligned with the unique role and mandate of ISA. However, the modalities for participation of philanthropic foundations, the private and the implementation of innovative partnerships remain tentative.

3. Members of ISA have adopted the Strategic Plan for 2019-2023 operationalized by the High-Level Action Plan for 2019-2023 respectively in 2018 and 2019. Both recognize the importance for the organization to identify long-term options for the sustainable financing of ISA’s operations (High-level actions 8.4.1) including through the development of a resource mobilization strategy for the Organization.

4. Accordingly, the ISA Secretariat is seeking the assistance of a consultant to assist with the development of a resource mobilization strategy and action plan that takes into account the changing donor landscape and assess lessons learned from past and current resource mobilization efforts, including those from other comparable UN/international organizations. with an implementation plan that meets the needs of the organization, in line with the strategic framework in place. The strategy should take into account traditional donors active in the field of ocean governance, marine scientific research, deep-sea exploration and capacity development and technical assistance, and also explore new aid modalities and actors, in order to define a systematic and strategic approach and recommend ways to diversify the resource base for ISA activities.

II. Objective of the consultancy

5. The main objective of the consultancy will be to develop a resource mobilization strategy and associated action plan. As input for both products, the consultant will work on the following:

  • Based on the Strategic Directions of ISA and associated High-Level Actions, identify opportunities for financing to play a catalytic role in attracting additional funding for the implementation of ISA Assembly’s decisions on the programmatic approach to capacity development and the ISA MSR Action Plan;
  • Assess the capacity of ISA secretariat to mobilize additional resources and develop recommendations for improving resource mobilization from external funding sources;
  • Prepare mapping of existing funding sources for the implementation of (i) the programmatic approach of ISA for capacity development (ISBA/26/A/18) and; (ii) the implementation of the Action Plan for Marine Scientific Research adopted in support of the UN Decade of Ocean Science for Sustainable development (ISBA/26/A/17);
  • Identify linkages and complementarities and gaps;
  • Provide analysis of lessons learned from other comparable experience by UN/international organizations on their resources mobilizations
  • Provide analysis of, and recommendations for, additional funding opportunities both traditional and non-traditional including avenues for private sector engagement, including the analysis of the emerging taxonomy for investment;
  • Identify and provide recommendations on funding instruments that ISA could develop and/or use for resource mobilization;
  • Clarify how ISA could initiate and maintain periodic funding dialogues with donors and other partners to address the funding gap for the implementation of i) the programmatic approach of ISA for capacity development (ISBA/26/A/18) and; (ii) the implementation of the Action Plan for Marine Scientific Research adopted in support of the UN Decade of Ocean Science for Sustainable development (ISBA/26/A/17).
  • Provide recommendations on how ISA’s approach will efficiently and effectively meet the growing needs of its members for capacity development/technical assistance and advancement of marine scientific research including (a) ensuring transparent, (b) communicating credibly and strategically on results/outcomes and (c) achieving efficiencies/effectiveness.
  • Develop a monitoring and evaluation system to track the progress of the resource mobilization action plan.

IV. Modalities of work

6. The Consultant will report and receive guidance from the Senior Policy Officer and Assistant of the Secretary-General who, after close consultation and cooperation with the relevant offices within the Secretariat will review and approve the deliverables/outputs.

7. All deliverables should be submitted in English.

8. The work shall be performed at the Consultant’s home base; the Consultant will be required to meet remotely with ISA Secretariat staff on issues related to the deliverables. Where travel is deemed necessary, a round trip airline ticket (economy) as per prevailing ISA policies on official travel and DSA at the prevailing ICSC rates established on the travel days would be provided to the Consultant.

9. The Secretariat will make reasonable and practical efforts to facilitate the production of timely, accurate and useful outcomes by promptly responding to the Consultant’s queries and providing the necessary reference material as identified by the consultant where feasible.

Qualifications/special skills Academic Qualifications

A Master Degree in the International Relations, International Development, Social Sciences, Financing, Economics or related field is required.

Experience

A minimum of 10 years of experience in the development sector, preferably in resource mobilization or stakeholder engagement is required

Demonstrated experience in securing funds for development organizations from the global community, donors and the private sector.

Proven track record and successful fundraising in a development environment.

Knowledge of the nexus between ocean governance, policy, and sustainable development is desirable

Strong understand of the private sector investment environment

Excellent written and oral communication skills

Strong knowledge of various ISA/UN funding instruments, institutional donors and the private sector

Experience working with public-private partnerships would be an advantage.
