Madagascar can be considered a “donor orphan” in terms of the historical volumes of ODA per capita, but in recent years UNICEF has been able to position itself strategically and enjoys a favourable financial situation currently. Part of this strategic positioning is thanks to UNICEF’s successful responses to various emergency situations, notably drought in the Great South and the impact of cyclones, and part also is due to the decentralisation of UNICEF’s operations to Field Offices, which allow us closer contact with beneficiary populations and a better understanding of needs and context. UNICEF has built a strong reputation with key partners such as the World Bank and the European Union, and the role of this position will be to maintain and build on that reputation.

How can you make a difference?

Purpose of the job:

Under the supervision of the Chief, Planning and Monitoring section, the incumbent will have two major areas of work:

1. Resource Mobilisation: Supporting the Deputy Representative and Section Chiefs in their efforts to develop compelling and successful proposals for financing which will allow UNICEF to meet its RM targets and deliver quality programmes for the benefit of women and children. To achieve this, building relationships of trust and transparency with our donors is critical. The incumbent will support the creation and management of grants, monitoring and coordination.

2. Donor relations management including reporting: Provide quality control and crosscutting inputs to the 120+ reports which UNICEF is required to submit to our donors every year, keeping them informed of progress and showcasing to the best extent possible the results which UNICEF programmes have achieved for children. There is an important element of grant management involved here too, in collaboration with UNICEF’s partnerships divisions and division of finance in HQ.
