How can you make a difference?

Purpose for the job:

He/she develops the Resource Mobilization Strategy and regularly updates its contents based on changes in Madagascar Country Office priorities, strategies and personnel, in the global and national donor environment and in the approach of donors. He/she gathers donor intelligence and registers information on partnership management in UNICEF’s client relationship management system. Working closely with programme sections, the Resource Mobilization Officer ensures that all section chiefs and their staff are aware of donor reporting templates, Standard Operating Procedures, expected content, quality standards and deadlines. He/she performs quality control on all donor reports to make sure that they meet donors’ expectations. In collaboration with the Programme Budget Officer NOB IMIS# 52159, he/she ensures that grant information is correctly entered into Vision SAP and that donor inputs are correctly reflected in the Madagascar Country Office budget.

Summary of key functions/accountabilities:

  1. Keeping up with strategic priorities and needs set out by the Country Programme and in collaboration with relevant UNICEF structures:

    1. Apply the Resource Mobilization strategy developed by the Country Office (CO) to raise contributions from bilateral partners, National Committees, and private donors, and improve information sharing with current and attract the interest of potential donors
    2. With input from Chiefs of Section, help develop fundraising strategies as required to respond to specific needs (e.g., emergency situations) as identified by the Programme Section ;
    3. Prepare monthly updates to the Country Management Team; iv) develop briefing notes on specific donors or thematics for senior management as requested
  2. i) Assist Programme sections in the development or finalization of results-based and innovative project proposals;

ii) Liaise with relevant UNICEF structures and National Committees in identifying prospective donors and ensuring that project proposals are drafted in compliance with criteria set out by donors;

iii) Ensure the completion and correct transmission of project proposals to required addressees.

  1. Update and maintain information on all the donor and programme reporting requirements of Country Office. Ensure that section chiefs and field offices are updated on these requirements and follow up as required. Ensure that proposals and reports meet the guidance shared, and stipulations applied, by donors. Maintain a coherent system for tracking reports due.

    1. Assist in the development, consolidation, drafting and editing of reports and papers, for example: the Annual Report, Country Programme Documentation, etc.;
    2. Ensure overall quality of documents and compliance with criteria set out in Executive Directives, UN/UNICEF policy papers, Communication Programme manuals, UNICEF Country Programme plans and other official guidelines and directives;
    3. Ensure the translation to English of key studies, surveys and newsletters for international dissemination closely with the Social Policy and Evaluations Section;
    4. Develop and manage online National Committee Donor Toolkits for the Country Office in collaboration with programme sections.
  2. Contribute to the organization of donor field visit and participate to all activities regarding the country programme planning, monitoring and evaluation and promotion of child rights.

To qualify as an advocate for every child you will have…

  • Advanced University degree in Social Sciences, Political Sciences, Development Studies or any technical field related to the work of UNICEF.
  • Two years of progressively responsible professional work experience at national and international levels.
  • Fluency in both English and French is required.
