OBJECTIVES OF THE PROGRAMME

Resource Mobilization is one of the priorities of the WHO Regional Director's “Vision 2023” for the Eastern Mediterranean Region (EMR) and is an integrated part of the Department of Communication, Resource Mobilization and Partnership (CRP). The Resource Mobilization programme's Strategic Objective is to Expand EMRO's Resource Mobilization presence, contribution and scope of work to better equip the organization to respond to the needs of EMR populations and fulfil its mandate. The program's specific objectives are to: • Identify regional and country office funding needs, and coordinate with WHO/HQ •Approach, establish and cultivate close and regular relationships with donors and funding agencies, mapping and matching their areas of interest with WHO programmes• Support award management and project implementation, monitoring and reporting •Interface with donors, partners and funding agencies transparently, providing them with agreed information and updates and responding to their queries and questions • Advise senior management to inform decision-making & oversight of donor/partner portfolios

DESCRIPTION OF DUTIES

  1. Provide technical input in the development of the corporate resource mobilisation strategy and the subsequent implementation of a work /action plan and advise senior management accordingly.2. Identify, create and deliver resource mobilisation opportunities for donors taking into considerationthe 4 Ps of donors (policies, priorities, procedures and psychology).3. Contribute to building and promoting strong partnerships with relevant actors including member states, international financing institutions, philanthropic entities, various donors at country, regional and global levels as well as health cluster and other UN agencies.4. Liaise with and provide donors, partners and funding agencies with agreed information and updates, participate in donor coordination meetings, respond to their queries and questions and contribute to negotiations.5. Work on business management and intelligence support including researching the interests and requirements of the main donors and other sources of funding, their needs, trends, etc. and mapping and matching them to WHO programmes to help in identifying the regional and country offices' funding needs, gaps, and funding in the pipeline, in coordination with relevant departments in RO and HQ.6. Provide technical advice on award management and implementation of donor agreements, implementation rates, timely reporting, M&E, risk management and ensure activities are aligned with donor agreements.7. Prepare funding proposals, presentations, donor agreements, reports and donor briefing materials. 8. Liaise with HQ and Regional Office to secure the required clearances, including legal and financial clearances for proposals and donor agreements before signature. 9. Train and brief relevant staff in EMR country offices to strengthen their capacities in the resource mobilisation area.10. Work closely with resource mobilisation, planning, communication and advocacy, and partnershipsofficers at the three levels of the Organization to achieve common goals and utilize communication products to inform donors and other partners about WHO strategies and encourage them to fund the overall health sector needs, GPW 13 and WHO strategic plans and proposals.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in a health-related field, social sciences, international relations, economics, management, financial management, communications, or a relevant field. Desirable: Masters' Degree or its equivalent in Business Administration, Public Health, Economics, or a relevant field

Experience

Essential: At least 5 years' related experience, including international exposure, in resource mobilisation, external relations and grant management. Documented achievements in fundraising activities. Proven experience in managing partnerships, negotiating mobilisation of resources, donor reportingand addressing donor requirements. Desirable: Prior working experience with WHO/UN, health cluster partners or with an international nongovernmental organization.Experience in Resource mobilization, grant management, proposal writing and reporting.

Skills

Strong interpersonal, representational and organizational skills, with proven ability to facilitate and strengthen the involvement and collaboration of a broad range of internal and external partners.Experience in managing projects funded by international partners / donors.Demonstrated success in resource mobilization complemented by the ability to conceptualize ideas and promote consensus with donors and partners. Integrity, tact and discretion.Ability to "think out of the box" and to make innovative proposals as related to mobilization of resources. Good understanding of donors and their requirements.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1881 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
