This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the overall supervision of the Director of the Regional Bureau for Education in Latin America and the Caribbean (OREALC/UNESCO Santiago), and the direct supervision of the Regional Programme Coordinator or his/her designated mandated representative(s), the UN Volunteer Resource Mobilization Officer will:

  • Lead resource mobilization activities by identifying emerging needs and opportunities, developing proposals and tapping into new funding possibilities.
  • Design and implement a resource mobilization plan that puts into action the revised resource mobilization strategy. This may include, among other elements, the:

  • Map and keep up to date information of fundraising efforts across the region to identify priorities and address resource gaps.

  • Map historic and potential donors and their current institutional funding priorities and requirements.
  • Develop strategy to approach different donors.

  • Engage the relevant Office Specialists in the Office in the implementation of the resource mobilization plan.

  • Contribute to the formulation of concept notes and project proposals when required, in collaboration with Office Staff, while being responsible for the quality assurance of the documents, including editing and formatting, and checking the completeness of the proposal. This includes compliance with UNESCO terminology and guidelines on the use of UNESCO’s logo.
  • Liaise with the Bureau of Strategic Planning and the Education Executive Office.
  • In collaboration with the Knowledge Management and Information Systems (KMI) Specialist, contribute to the design and implementation of the communications strategy that supports the resource mobilization plan, including the development of compelling communications materials.
  • Support in the organization of events aimed at the creation of new partnerships and fund mobilization.
  • Participate in relevant webinars, trainings, workshops organized by the regional office or by other national offices in the LAC Region.
  • Keep up to date with the latest developments and initiatives of relevance to LAC (e.g. donor trends, new funding initiatives on thematic areas announced by international donors, donors announcing interest in relevant countries, contributing to emergency appeals, innovative financing schemes, etc.)
  • Support the Director of OREALC/UNESCO Santiago with the development of a set of compelling communication tools, such as fact sheets, a standard slide presentation, etc. that can be customized easily for different donors.
  • Keep track of donors in the Constituency Relationship Management tool, monitor all resource mobilization efforts and systematically share information and updates with the relevant areas.
  • Monitor and track the successful implementation of donor agreements in line with the approved proposal, including expenditure monitoring together with the responsible Programme specialist; Flag any deviations and/or delays to senior management, the Regional Officer for Resource Mobilization and the relevant sections at headquarters; Support the Programme Specialist in negotiating grant extensions with the donor as necessary, in coordination with the relevant sections at headquarters.
  • Serve as a liaison with the Regional Officer for Resource Mobilization, contributing with information required and participating in regional initiatives.
  • Liaise with UNESCO national and cluster offices in the LAC region as required, in close coordination with the respective Heads of Office and the Regional Officer for Resource Mobilization
  • Building on the main outcomes of the implementation of the resource mobilization strategy, produce at the end of the 12-months contract, a revised version of Office resource mobilization strategy and updated resource mobilization plan.
  • Other pertinent activities entrusted by the Office Director.

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Education: • Master’s degree in Social or Political Sciences, Economics, Communication, Social Marketing or other relevant fields to resource mobilization.

Work Experience: • Minimum 10 years of relevant work experience: proven resource mobilization or social marketing experiences; • Experience in writing material for partnerships/resource mobilization, including policies, project proposals and promotional material; • Experience in resource mobilization for the United Nations or another international or development organization.
