Role Summary

The Ministry of Planning and Development (MoPD) of Ethiopia is one of the key government institutions that work with the Tony Blair Institute for Global Change (TBI) in Ethiopia. At MoPD, TBI is providing technical assistance to establish a robust and enhanced Monitoring and Evaluation (M&E) system. This initiative includes comprehensive assessments, the development of an inclusive national M&E policy, and the formulation of a multi-year M&E development program. Successful implementation and scaling of this system across line ministries, regional and local administrations is a critical priority of the Government of Ethiopia and requires a significant amount of capital.

TBI is seeking a highly motivated and experienced manager to join its team in Addis Ababa to work closely with the MoPD and TBI M&E experts on resource mobilization that ensures the delivery of an effective and robust M&E program.

The successful candidate will play a key role in identifying, evaluating and securing funding for the M&E development and implementation program.

Reporting to the Country Director, the Advisor will be responsible for developing grant proposals, creating a resource mobilization strategy, and engaging with donors to secure funding. Additionally, the candidate will engage in on-the-job coaching to strengthen MoPD’s internal resource mobilization capabilities, ensuring the sustainability of these efforts beyond this advisory period.

The successful candidate should have the right to work in Ethiopia and must be fluent in spoken and written Amharic and English.

Key Responsibilities

The candidate will undertake the following key tasks:

Donor Landscape Analysis

  • Conduct comprehensive research to map potential funding sources, including bilateral, multilateral, private sector, and philanthropic donors.
  • Identify and prioritize donors whose interests align with Ethiopia’s developmental objectives.

Donor Engagement

  • Develop and implement a donor engagement strategy to build long-term partnerships.
  • Maintain regular communication with key donors, providing updates on project outcomes and impact.

Proposal Development

  • Lead the preparation of high-quality funding proposals and concept notes tailored to donor requirements.
  • Collaborate with technical teams to design programs that address donor priorities while achieving the goals of the Ministry.

Strategic Planning and Coordination

  • Collaborate with internal stakeholders to align funding priorities with national development plans.
  • Facilitate workshops and training sessions on resource mobilization for Ministry staff.

Monitoring and Reporting

  • Establish systems to track the progress on donor funding opportunities and proposal submissions.
  • Provide regular reports on progress, achievements, and challenges in resource mobilization efforts to leadership at TBI and MoPD.

Capacity Building:

  • Conduct targeted training sessions and workshops for MoPD staff on resource mobilization, including grant writing, donor engagement, and innovative financing methods.

Other Duties

  • Perform additional resource mobilization related responsibilities as assigned by MoPD and/or TBI.

Personal Specifications

Experience

  • A minimum of 8 years of experience in donor engagement, fundraising, or resource mobilization, preferably in an international development context.
  • Proven track record of securing significant funding from diverse donor sources.
  • Experience in developing and managing donor relationships at a senior level.
  • Familiarity with Ethiopia’s development challenges and the donor landscape.

Skills and Competencies

  • Strong proposal writing and presentation skills.
  • Excellent research and analytical capabilities.
  • Strategic thinker with the ability to identify and capitalize on funding opportunities.
  • Exceptional interpersonal and communication skills, capable of engaging with high-level stakeholders.

  • Proficiency in Microsoft Office Suite, particularly Word, Excel, and PowerPoint.

Education

  • Bachelor’s degree in international development, Economics, Public Administration, or a related field.

Terms of Employment

  • This position is offered as a one-year contract with the possibility of renewal based on performance and availability of funds.
