What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

The Resource Mobilization Division (REM) manages the institutional relationship between ICRC and its various donors. A new ICRC Resource Mobilization Strategy 2020 – 2030 has been validated in December 2020 and its related transformation program called “SIP” (Resource Mobilization Strategy’s Implementation Plan) has been approved in March 2021. It strives to guide fundraising efforts at the ICRC by establishing five strategic orientations that seek to address challenges identified today and prepare fundraising at the ICRC to be fit for purpose in the future.

Purpose of the position

This position is leading a workstream called “ICRC Enabling architecture” which the main objective is to work with other ICRC divisions to adapt ICRC financial and/or operational structure, processes and tools for fundraising activities (at HQ and Field level).

We already have identified 3 main areas of work which should be led in parallel :

1. Earmarking and Donor reporting : how to develop the right level of earmarking that suits both ICRC and donors’ interest? How is a contribution attributed to a country / program and how it is linked to our financial report? 2. Fundraising investments and performance : how much does the ICRC spend in fundraising and how much does it receive in return? Why do we decide to pursue certain fundraising activities? Are we performing as expected? 3. Seed-funding : how to support projects which are not yet fundraised? from both a financial, governance and process point of view.

In addition, the person may lead or coordinate other initiatives or projects that are launched within REM and which have a close dependency with Finance division like new payment mechanisms for donors.

The person will be reporting to REM Portfolio manager but will closely work together with REM Head of Support, Head of IDC (Income, Data and Care), and other finance and /or operations-related project managers (external to REM division).

Relationships

  • Internally, interact with Heads of REM Strategy Delivery, SIP Program team, and Heads of Units (particularly IDC);
  • Externally to REM, interact with FAD (“FINArch Program” team) and may also interact with other transformation programs linked to ICRC Operations.

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

Main duties & responsibilities

Manage the workstream “ICRC Enabling Architecture” in project mode:

  • Ensure the overall delivery of the “ICRC Enabling Architecture” workstream: plan the activities/results / resources;
  • Define project success criteria / key performance indicators together with Portfolio manager / key partners;
  • Identify interdependencies within projects and work together with the other program/project managers;
  • Make sure objectives/speed/priorities are in line with the overall vision, and that sponsors are receiving the appropriate level of information to make the right decisions;
  • Ensure that Communication & Change management plans are in place to support the adoption of changes. Facilitate regular communication with multiple audiences.

Strong focus on the ongoing work with Finance:

  • Coordinate / lead several initiatives already taking place with the “FINArch program team” impacting the financial structure, the governance, the processes or the tools.

Professional experience required

  • Over 10 years of work experience as a project/program manager with strong financial components;
  • Minimum 3 years’ experience successfully leading projects with a multidisciplinary team;
  • Practical ability to understand and define costing models, income/expenses monitoring, business cases, budgets, etc.;
  • Good knowledge of ICRC financial organization (financial structure and data model, investment funds management, analytical accounting, …) is a strong asset;
  • Experience in implementing change within the business.

Education & certifications required

  • Master’s degree in Business administration, Finance or Economics;
  • Excellent project management skills (planning, design, integration, monitoring), Project management certification is a plus;
  • Good conception/analytical thinking and problem-solving skills;
  • Technology & innovation driven;
  • Excellent communication and collaboration skills;
  • Ability to challenge the way things are done and look at ways to optimize processes;
  • Very good command of written and spoken English.
