Purpose of Activity/Assignment:

The purpose of the role is to support the National Malaria Control Program (NMCP) to develop resource mobilization tools which will facilitate the support for Malaria programming in South Sudan. The Global Fund has been the largest donor supporting the implementation of the Malaria Strategic Plan 2020 – 2025 with technical support provided by USAID and Roll Back Malaria Partnership.

Main Duties and Responsibilities:

The major responsibilities of the consultant include:

  • An analysis of the current local and regional resource mobilization environment in South Sudan and donor priorities and trends regarding malaria programming;
  • Analysis of current and potential donors from a sustainable partnerships lens
  • Maintenance plan of current partners identifying areas of improvement and best practices;
  • Plan for pursuing new partners, including the private sector and non-traditional donors;
  • Identification of modalities and develop targets and indicators for resource mobilization and donor engagement/partnerships.

Scope of Work:

The consultant is to develop Resource Mobilization Tools estimated to take 21 days from the arrival in-country. The consultant will develop Resource Mobilization tools and action plan to strengthen the funding of Malaria Implementation in South Sudan. This consultancy is expected to be implemented within the third quarter of 2022

Methodology and deliverables

The methodology involves both desk research, face-to-face interviews with key existing and potential donors/partners in South Sudan, and telephone calls with key regional or global partners. The methodology used to develop the Partnership strategy entails the following three phases, which should be reflected in the deliverable:

  1. Analysis of past resource mobilization and broader partnership experience (malaria and larger HSS programming)
    • Analysis of income by type of funds, donor, sector, trends etc.
    • Strategies and action pursued in the past and their results for leveraging resources
    • Look at resource management experience and lessons learned
  2. Analysis of current local and regional resource mobilization and broader partnership environment and future needs
  • Analyze environment for contribution to Malaria programming – both at regional and country-level and identify possible entry points.
  • Analyze private sector environment in South Sudan.
  • Analyze foundations active in South Sudan / region and possibility of partnership.
  • Look at specific circumstances and opportunities in South Sudan and how they may affect resource mobilization efforts.
  • Identify new funding possibilities/opportunities from both public and private sources.
  • Identify key areas of broader partnership, leveraging the sustainability work across the region.
  • Determine priority funding needs in line with the Malaria Strategic Plan
  • Articulate rationale for investment in Malaria programming and how to present within a larger health investment framework.
  • Evaluate existence of partners to manage and implement funded programming.
  1. Development of Resource Mobilization Strategy
  • Establish objectives for resource mobilization, types of engagement, fundraising methods, focus and action (bilateral, private sector, foundations, IFIs etc).
  • Prepare an analysis of current and potential donors along a sustainable partnership lens for maintenance of current donor portfolio.
  • Plan for pursuing new partners (traditional and non-traditional)
  • Identify funding modalities – pooled funds, private sector, government sector
  • Develop targets/indicators to monitor resource mobilization efforts
  1. Presentation of key findings and overview to the Malaria Coordination group, UNICEF and key MOH leadership and finalization of strategy

Work Assignment overview

Develop RM Strategy Outline including proposed timeline of deliverables

  • Outline shared to UNICEF/NMCP for validation

Develop Draft RM Strategy, including (16 days):

  • sections on the various resource mobilization mechanisms.
  • mapping of public private resource partners and strategic focus
  • analysis of funding needs according to the Malaria Strategic plan
  • Analysis of past fundraising experience
  • Donor and Government engagement and visibility
  • RM action plan with key targets
  • Draft analysis shared with UNICEF/NMCP for feedback

Compilation of report for final review + comments

  • Complete draft report addressing different comments of the individual sections

Presentation/discussion

  • Validation workshop senior leadership of the

Finalization and approval of report

  • Final report shared, addressing comments from validation workshop. UNICEF/NMCP to approve if report addresses all key components/recommendations.

Minimum Qualifications required/ Knowledge/Expertise/Skills required:

  • Advanced university degree in one of the following fields is required: public health, management, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.
  • A minimum of 8 or more years of relevant professional experience in resource mobilization, public health coordination and technical expertise in fund raising, preferably with a track record of successful grant acquisition. Experience in health program/project development in UN system agency or organization is an asset.
  • Experience working in similar context
  • Knowledge of the duty station is considered as an asset for this consultancy
  • Diplomacy, conflict management, flexibility, understanding of local cultural and social practices are key success factors for this consultancy.

  • Excellent oral and written communication skills and report writing.
  • In-depth analytical and problem-solving skills
  • Excellent facilitation skills, training skills and ability to organize and implement training
  • Ability to work in a multi-cultural environment and proven interpersonal skills.
  • Experience in building successful relationships with government counterparts, UN agencies, CSOs and other relevant stakeholders.
  • Ability to cope with hardship conditions
  • Knowledge of computer management skills including Microsoft Word, Excel and PowerPoint software

3. Language Proficiency

  • Excellent English skills, both verbal and written, is essential

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
