Background

UN Women Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Assignment Background:

Violence against women and girls (VAWG) is one of the most widespread violations of human rights worldwide, globally affecting around almost one in three women in her lifetime. Regional evidence suggests that a similar ratio applies in the Asia-Pacific region. Forms of VAWG may vary, and there are variations across sites, however, current available data indicates that in 2018, 19% of women in South Asia, 9% in Southeast Asia and between 19% and 30% in the Pacific experienced physical and/or sexual intimate partner violence in the past 12 months.

The End Violence against Women unit at UN Women Regional Office for Asia and the Pacific (ROAP) strives to develop a greater degree of common understanding of violence against women and girls and how it could be eliminated through programmes, interventions, and advocacy campaigns. UN Women ROAP emphasizes the prevention of VAWG through transforming negative social norms and strengthening the availability of services to women survivors of violence. UN Women ROAP partners with government, CSOs, academic institutes, feminist and youth leaders, and innovation hubs to advocate for ending violence, increase awareness of the causes and consequences of violence, build capacity of partners, and promote the need for changing norms towards advancing gender equality and women’s rights.

The Generation Equality Action Coalitions are bringing together governments, women’s, feminist and youth-led organizations, international organizations, foundations and businesses to drive change. Through blueprints for action co-created by Action Coalition leaders, they are catalysing collective commitments; sparking global and local conversations between generations and across communities; and driving substantial increases in public and private funding. Through its emphasis on partnerships, the Action Coalition on GBV is mobilizing governments, civil society, international organizations, philanthropies, innovation hubs, and the private sector to deliver transformational progress towards the elimination and prevention of GBV.

In 2020, UN Women Regional Office for Asia and the Pacific (ROAP) and World Design Organization (WDO) launched a World Design Challenge to create a global mobilization of design professionals to brainstorm, research and ideate innovative solutions to the egregious reality of VAWG in Asia and the Pacific. The Challenge inspired designers to contribute to the development of technology-based solutions to promote behavioral change to eliminate VAWG and designed frameworks, products, services, experiences, messages, and tools that can be adapted to various communities. UN Women ROAP and WDO will continue their partnership to mobilize resources and implement the solutions developed during the World Design Challenge.

Duties and Responsibilities

The purpose of this consultancy is to develop a fundraising strategy to enhance strategic partnerships and resource mobilization focusing on innovation to prevent VAWG. The consultant will capture potential partners intelligence, conduct mapping of the donor landscape and donors’ strategy, implement resource mobilization activities to identify possible sources of new and continued funding; and coordinate negotiation of terms of agreements of funding consistent with UN Women Rules and Regulations, policies and procedures.

The consultant will be supervised by the EVAW Regional Program Manager in coordination with the Resource Mobilization and Partnership team at UN Women ROAP in Bangkok, Thailand.

Mapping of the Donor Landscape and Potential Partners I****ntelligence:

  • Potential Partners intelligence****: Consolidate information about potential donors including their priorities, geographical focus, eligibility rules, timeline, application process etc.
  • Donor mapping: Focusing on gender and related project sub-themes of the Generation Equality Design Challenge including technology, innovation, and design to end VAWG.
  • Identify the most suitable funding opportunities for the Generation Equality Design Challenge shortlisted projects.
  • Develop an in-depth understanding of potential donors and develop a database of key contacts, classified by thematic and geographical areas of interest.
  • Prioritize funding opportunities including identification of suitable global public and private funders, ensuring project eligibility and ability to meet submission deadlines.

Develop Resources Mobilization and Donor Engagement Strategy:

  • Draft fundraising proposals and potential funding available for each of the Generation Equality Design Challenge shortlisted projects.
  • Identification of proposals and prospective proposals with a minimum value of $ 500 000 USD.
  • Prepare funding submissions and proposals, as well as various written outputs, such as briefing notes, presentations, and draft correspondence for funding partners, etc.

Required Skills and Experience

Required Qualifications

Education:

  • Master’s degree or certification equivalent in fundraising, social sciences, public administration, NGOs management, marketing, technology, innovation, communications, , or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years of progressively responsible experience in resource mobilization, communications/ advocacy, and/or business development;
  • Experience working with international institutions and private sector and innovation partners;
  • Knowledge about gender equality, the empowerment of women and violence against women and familiarity with non-profit and/or international organizations is an advantage.

Language requirement:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.

    Contract period and work location

The consultant will be engaged over the period of Oct 2022 – Jan 2023. Deliverables from the consultant will be reviewed and approved by UN Women before they are considered final.
