The WHO country office in Jordan has transited from GPW 13 to the Fourteenth General Programme of Work (GPW 14) for 2025-2028. These strategic frameworks guide WHO’s priorities, with a strong focus on strengthening country offices to deliver impactful results. GPW 14 outlines an ambitious agenda to realign global efforts toward achieving the health-related Sustainable Development Goals (SDGs) and addressing critical health challenges through six strategic objectives: 1. Responding to climate change, an escalating health threat. 2. Advance the PHC approach and essential health system capacities for UHC. 3. Prevent, mitigate, and prepare for health risks from all hazards. 4. Address determinants of health and root causes of ill health. 5. Improve health service coverage and financial protection. 6. Rapidly detect and sustain response to health emergencies

In Jordan, the WHO Country Office (WCO) aligns its efforts with national priorities, as reflected in Jordan’s Economic Modernization Vision and the Ministry of Health Strategic Plan 2023-2025, through the COUNTRY COOPERATION STRATEGY 2021-2025. Key CCS priorities include: - Strengthening the health system to advance UHC. - Building health system resilience and emergency preparedness. - Promoting health and well-being. - Enhancing data and innovation capacity.

A new Country Cooperation Strategy (CCS 2026-2030) is under development, that adapts the recent WHO country function evaluation recommendation emphasizing on strengthening mobilizing resources to facilitate WHO’s strategic and technical directions in implementing country priorities. In line with Jordan Economic Modernization Vision and adhering to UN Cooperative Framework, WHO’s global and regional priorities must ensure measurable impact at country level.

Under the direct supervision of Monitoring and Evaluation Officer, the UN Volunteer will contribute to the WHO Jordan Country office Resource Mobilization Strategic Action Plan implementation and produce high-quality reports that demonstrate impact, accountability and transparency to donors, partners and stakeholders, with a special focus on the regional flagship initiative monitoring and reporting at country level, and SDG-3 progress with a multisectoral approach. 1. Resource Mobilization: • Coordinate with staff and perform preliminary data collection using available AI enhanced RM and donor coordination mapping tools. • Conduct stakeholder mapping and produce periodic analytical reports for decision making. • Maintain a donor database and track funding commitments. • Conduct periodic donor intel, Identify funding opportunities and donor priorities relevant to WHO Jordan, in line with the national priorities and CCS strategic objectives. • Manage RM agenda at WHO Jordan Country office (WCO): systematic follow up with donors and development partners and provide timely update to team.

2. Reporting: • Contribute to WHO Jordan Country office (WCO) reporting mechanism, especially producing a periodic analytical report on the regional flagship initiative at country level, while collecting and consolidating inputs from technical teams. • Coordinate the preparation of donor reports, ensuring compliance with donor requirements, including the value proposition statements and achievements.

3. Partnership and Coordination: • Support organization of donor meetings, briefings, and events. • Contribute to visibility and advocacy materials such as flyers, presentations, digital products, showcasing WHO’s work in Jordan. • Facilitate communication between WHO and other UN agencies and development partners, while supporting the coordination of Health Development Partners Forum meetings. • Assist in capacity building activities for WHO Jordan Country office (WCO) staff and government focal points, as needed. • Any other related tasks as required by WHO Jordan Country office (WCO).

At least 5 years of experience in partner coordination, communication and negotiations, resource mobilization, report generation; • Strong Knowledge of Data Analysis and Stakeholder Analysis: Demonstrated expertise in analyzing data and preparing donor intel report and conducting stakeholder analysis to identify key insights and inform decision-making processes. • Excellent Organizational Skills: Proven ability to plan, organize, and facilitate donor coordination, internal WHO coordination, organizing stakeholders’ workshops and events, across diverse sectors. • Computer and Technology skills: proven ability to use statistical tools, Canva and or others. • Experience in Developing Reports: Proficiency developing high quality reports for donors and internal WHO use, with timeliness and effective data collection and translation to reports. • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in WHO, volunteerism as a mechanism for durable development, and the UN System.

Location: The Hashemite Kingdom of Jordan is located in the Middle East. Bound by Syria to the north, Iraq to the northeast, Saudi Arabia to the east and south, Red Sea to the south and the Palestinian National Authority to the west.

Weather: Jordan’s climate can be classified as semi-arid (Bsh) on the Koeppen-Geiger classification. It features a hot, dry climate characterized by long, hot, dry summers and short, cool winters. The climate is influenced by Jordan's location between the subtropical aridity of the Arabian desert areas and the subtropical humidity of the eastern Mediterranean area. January is the coldest month, with temperatures from 5°C to 10°C, and August is the hottest month at 20°C to 35°C. Daily temperatures can be quite hot, especially in the summer; on some days it can be 40°C or more, especially when a hot, dry southerly wind blows. Such winds can sometimes be very strong and can cause sandstorms. About 70 percent of the average rainfall in the country falls between November and March; June through August are often rainless. Rainfall varies from season to season and from year to year. Precipitation is often concentrated in violent storms, causing erosion and local flooding, especially in the winter months.

Safety and Security: Jordan is a relatively stable country. The potentials for internal or external armed conflict are considered very unlikely in the current political environment. Peaceful demonstrations, and sometimes road blockages, do occur in Jordan, motivated by domestic factors such as unemployment, deprivation of resources and development or for regional issues such as solidarity with the Palestinian cause or with the Syrian crises. Most of these events are driven by civil society unions and Islamic parties. Domestic tribal civil unrest sometimes turns violent, especially outside main cities, due to tribal disputes or socio-economic reasons. In all occasions law enforcement agencies usually manage to contain the situation rapidly. Road traffic accidents are the primary threat against UN personnel in Jordan. Poor road conditions and bad driving behaviours are the main reasons for the high rate of traffic accidents. Amman is a category A duty station with security level 1.

Transportation and housing: Taxis as well as ride-hailing services (Uber and Careem) are abundant and affordable in Amman. Medical facilities are generally very good, particularly in Amman where there are several modern, well-equipped public and private hospitals. Public minibuses are the most common form of public transport. They normally only leave when full, so waiting times of an hour or more are inevitable, especially in rural areas. The larger air-con buses offer a speedy and reliable service, departing according to a fixed schedule. Housing is readily available with rents for one- to two-bedroom apartments ranging between 500 and 800 JD (1 JD = 0.708 USD) depending on the location.

Health Services: Medical facilities are generally very good, particularly in Amman where there are several modern, well-equipped public and private hospitals. Almost all doctors (and most pharmacists) speak English; many have studied abroad.

Language: The official language of Jordan is Arabic, but English is widely spoken – especially in the cities. Many Jordanians have travelled or have been educated abroad so French, German, Italian and Spanish are also spoken, but to a lesser extent.
