The Resources Mobilization and Partnership Specialist-International UN Volunteer works under the supervision of the Representative and in close collaboration with the Programme Coordinator and Deputy Representative. S/he will lead office resource mobilization efforts to ensure quality of funding proposals and quality and timeliness of donor reporting, and will contribute to external communication materials for optimizing the office’s resource mobilization capacity and demonstrating “value for money” to donors.

You will be responsible for:

A. Resource Mobilization

• Mobilize resources to achieve funding targets of the UNFPA Afghanistan Appeal and the Country Programme; • Lead analysis of opportunities for resource mobilization for UNFPA’s humanitarian response in Afghanistan; • Develop and implement a donor intelligence strategy (partners, needs and priorities, perception of • UNFPA and its added value); • Develop specific donor fund-raising strategies and approaches; • Lead the process of developing high quality proposals, concept notes, and other documents for pitching concepts to donors; • Maintain a tracking system of donor funds to ensure timely use of and reporting on funds; • Prepare high quality donor reports, ensuring that they are done in a timely manner and respond to the requirements of the donor, working in collaboration with humanitarian and technical colleagues.

B. Partnerships

• Coordinate donor updates and organize donor briefings as necessary, including to advocate for the needs of women and girls.
• Liaise with donors and the UNFPA Regional Office and HQ to facilitate coordinated communications on Afghanistan’s programmes. • Preparation of comprehensive, analytical and substantive briefs and reports on progress towards results and identification of gaps. • Contribute to communications materials to ensure visibility of donor-funded activities.

C. Capacity building

• Conduct resource mobilization and partnerships training to staff of the Country Office, including the development of tools and products. • Strengthen the capacity of Country Offices staff in resource mobilization, including in relation to resource mobilization procedures and guidelines as well as funding modalities; • Provide guidance on implementation of donor funds to ensure that they are in compliance with requirements, including guidance to implementing partners;

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs

As an active UNFPA Afghanistan CO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNFPA Afghanistan CO and its beneficiaries in the accomplishment of her/his functions.

In a complex operating environment, you will play a vital role in supporting the Country Office to mobilize resources in support of UNFPA’s Afghanistan humanitarian response to ensure that the health and protection needs of women and girls are met. Working with the senior management team, you will help establish and maintain effective working relationships with partners and donors. You will coordinate donor reporting, including the timely preparation and completion of donor reports, proposals, presentations, briefing papers and will contribute to the CO’s annual report, sitreps, and other communications materials. You will also lead capacity development of the team in result-based reporting, analytical writing and other skills required for quality proposals and donors reporting that are fundamental to the CO’s partnership management, advocacy and resource mobilization.

Required Experience:

• Background in planning, reporting and resource mobilization, knowledge of the UN System and in particular UNFPA policies and procedures preferable; • Track record of preparing high quality donor proposals and reports; • Strong analytical ability and experience in representing an organization; • Excellent writing and oral communication skills; • Excellent interpersonal and negotiation skills are necessary in this position; • Good knowledge of humanitarian response, prior experience in challenging and complex humanitarian response is desirable.

Security:

The security situation remains volatile, though the number of security incidents has reduced significantly since the takeover of the country by Taliban in mid-August, there are still a number of security incidents that have taken place throughout the country, including Kabul. Security incidents attributable to the criminal activities are on rise. Based on the UN assessment, the present and projected risk is high throughout the country. However, PC1 and PC2 level activities are allowed in the regions. As the security level in the country remains high, it requires strict compliance with the sustained recommendations issued by UNDSS. Every UN Personnel is responsible for receiving security clearance through the TRIP system prior to the travel at (dss.un.org). Training: BSAFE and SSAFE are mandatory, the latter required for posting exceeding 90 days and to be done within 30 days of arrival. If assignment less than 90 days travel to designated field locations only by air without the SSAFE. The UN premises receive a relatively robust 24/7 security protection. The premises host the offices for national and international staff and accommodation for only international staff. The use of armored vehicles for transportation is mandatory for activities outside the UN premises to ensure better protection.

Health: Current situation of the country’s public health services is not fully functional and reliable. UN Joint Medical Service (JMS) provides basic health services to UN personnel through its clinic in UNOCA compound and Medical Emergency Response Teams (MERT) in the field duty stations. There is also an Intensive Care Unit with 4 beds in the UNOCA compound to stabilize COVID-19 related complications before evacuations from the country.

Accommodation: UN personnel are accommodated in the UN guesthouses within the UN compounds only. No commercial rent of accommodations are allowed. Guesthouse rooms are equipped with kitchen and basic appliances and utensils.

Groceries: There are 2 supermarkets in UNOCA compound with a wide variety of products and shopping is easy at both the main supermarket and the smaller one. The latter sells fresh produce and is considered to be cheaper than the larger market. There is a gift shop in the compound that sells local art crafts, including carpets and furniture for those interested. Occasionally, bazaars are organized in the compound and many sellers from the city come to display their products (carpets, jewelry, coats).

Internet connectivity: Internet connectivity in the UNFPA guesthouse is relatively stable. There are however local internet providers inside the compound that offer competitive packages. Staff are allowed to purchase their own internet system.

Meals: There are few places where UN personnel can dine, including Social Center (lunch and dinner), Pizza Cafe (Ciano) lunch, Cafe (Rebel) breakfast and lunch until 5 pm, UNOPS Cafe (lunch), Local Cafeteria (lunch), Bakery until 5 pm.
