The Resource Mobilization (RM) & Partnerships team is one of the three functional teams within the External Relations Unit (covering regional RM & Partnerships, Advocacy and Communications) at UN Women’s Regional Office for Asia and the Pacific (UN Women ROAP). The RM & Partnerships team focuses on building partnerships with both public and private sector partners, such as governments, international financial institutions, companies, high-net-worth individuals and foundations. In addition, the RM & Partnerships team supports programme presences and country offices with their resource mobilization and donor engagement efforts and helps build their capacity through the Regional RM & Partnerships Community of Practice (COP).

Under the supervision of the Head of External Relations, the Resource Mobilization and Partnerships Coordinator will coordinate delivery of capacity building of high-needs/high-opportunity UN Women offices and programme presences in our region; improve coordination of resource mobilization activities; oversee analysis of donor intelligence; analyze and report on UN Women’s funding trends and performance; and advise and develop new funding pathways at country and regional office level in close collaboration with the Head of External Relations, and through support and line management of the Resource Mobilization and Partnerships Research Consultant.

Duties and Responsibilities

1. Coordinate delivery of capacity building and direct support to increase resources mobilized in high needs and high opportunity offices and programme presences in the Asia and the Pacific region

  • Prioritize and coordinate the delivery of training and other support to strengthen resource mobilization skills and results
  • Create, source and disseminate tools and materials to build knowledge and experience in resource mobilization
  • Support the development and strengthening of existing relationships with key donors and partners
  • Lead the overall management of the Regional Resource Mobilization & Partnerships Community of Practice

2. Improve coordination of resource mobilization and partnerships activities across the region

  • Help foster a coordinated approach to resource mobilization at the regional level, including through organization of regular Resource Mobilization and Partnerships Coordination meetings
  • Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with country-based and regional thematic teams

3. Facilitate strategic, collaborative, cross-cutting resource mobilization and partnerships approaches

  • Support the revision of UN Women Asia and the Pacific’s Resource Mobilization Strategy and Action Plan
  • Review and support the development and improvement of country level resource mobilization strategies as a part of corporate strategic planning processes
  • Support the development of differentiated, donor fundraising strategies, aligned and coordinated with country-level activities initiatives and outreach activities
  • Facilitate collaboration and ensure effective communication between the country office, the Strategic Partnerships Division (SPD)/Public Partnerships Section at UN Women's HQ to enhance synergy and overall impact.

4. Oversee analysis of donor intelligence and UN Women’s funding trends

  • Analyze and report on UN Women Asia and the Pacific’s funding trends and performance
  • Enhance existing analysis and update relevant documents as required
  • Improve the use of Leads by building the capacity of Leads focal points, developing supporting documents and training materials, and advising on system improvements
  • Provide regular updates on donor profiles and databases (e.g. contacts management) as required to inform donor intelligence and insights
  • Collaborate with the Strategic Partnerships Division to ensure use and promulgation of latest resource mobilization and partnerships policies, procedures and strategies

5. Support the management of the External Relations Unit

  • Manage the Resource Mobilization and Partnerships Research Consultant
  • Assist in budget monitoring and management
  • Coordinate annual/biannual work planning process and reporting
  • Manage personnel as required
  • Serve as Officer in Charge for the Head of External Relations as required.

6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Functional Competencies:

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in international relations, business management, social sciences, public administration, communications, gender studies, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience in resource mobilization, coordination, and/or business development
  • Experience in gender equality and women's empowerment is required.
  • Experience working at country and regional level is required
  • Experience working with donors and partners to advance gender equality is required
  • Experience working within the UN systemis desirable.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of the other UN official working language (French, Arabic, Chinese, Russian or Spanish) is an asset..
