In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards, and who will defend them courageously and with full conviction. The 10th Country Programme 2023-2027 will scale up efforts and drive accelerated progress towards the three transformative results through the following accelerators: (a) promoting human rights-based, gender-transformative and evidence-informed approaches to improve access to quality sexual and reproductive health services and shape policies and programmes to reach the furthest left behind women and youth; (b) mapping and multiplying partnerships with influential and wide-reaching youth and women-led civil society movements, initiatives and organizations and building the capacity of select partners to become frontline responders, promoting their access to influencing and decision-making space and pioneering new ways to address discriminatory social norms, including through digital means; (c) strengthening data systems and promoting greater use of data and evidence to design and advocate for policies and programmes that impact the furthest left behind and hasten the pace of change required to achieve the three transformative results; (d developing and building ownership of investment cases for the three transformative results to strategically shift the focus from funding to financing; (e) taking advantage of the country’s thriving and dynamic digital ecosystem to design, implement, assess and scale up innovative solutions; and (f) informing South-South and triangular cooperation, in line with the ICPD Programme of Action.

The Resource Mobilization and Partnerships Unit plays a central role in mobilizing strategic resources, diversifying partnerships and supporting innovative financing approaches to advance the Country Programme. The National UN Volunteer (NUNV) Resource Mobilization and Partnerships Associate will support the Unit in strengthening donor intelligence, partnership development, proposal coordination, donor stewardship, reporting, knowledge management and resource mobilization efforts, contributing to the successful implementation of the Country Programme.

Under the overall guidance of the Chief, Policy and Partnership and the direct supervision of the RM and Partnerships Specialist, the NUNV will perform the following tasks:

Partnerships and Resource Mobilization • Map potential donors, maintain and update partner tracker and develop tailored partnership strategies for securing strategic partnerships with non-traditional donors such as the private sector, international finance institutions (IFIs), and foundations, while not neglecting UNFPA’s traditional donors • Conduct horizon scanning and donor intelligence by monitoring funding opportunities, donor priorities, government initiatives, philanthropic trends and private sector engagement opportunities • Support the RM Specialist in maintaining effective coordination between technical program and states teams to identify and prioritize key problem statements for designing innovative and high-quality concept notes/proposals • Facilitate the consolidation and review of donor proposals and concept notes • Support in consolidating pre-screening forms of the new donors/partners as per the due-diligence guidelines in collaboration with the regional team • Assist the RM Specialist in coordinating the management of agreements with India and regional team to ensure that donor agreements are compliant with UNFPA policies and procedures, and that corporate systems for tracking non-core resources are kept up-to-date • Coordinate and support communication with donors and partners, preparing compelling presentations, briefing notes and related documents • Support in preparing and maintaining comprehensive analysis, briefs, reports and statistics on resource mobilization undertaken in the Country Office • Participate in corporate networks of partnership management, resource mobilization communities for knowledge sharing, networking and learning • Identify, capture, synthesize and develop human-interest stories in collaboration with the Communications team to showcase programme impact, support donor visibility and contribute to knowledge sharing Identify, capture, synthesize and develop human interset stories with the communications team and donor comms to share lessons learned for knowledge development from the projects and to build the capacity of stakeholders • Maintain and regularly update the Country Office's partnership pipeline, donor engagement tracker and funding opportunity calendar, ensuring timely follow-up on opportunities and partner engagements Support in developing a strong donor and partner pipeline with a focus on building innovative and meaningful partnerships in support of UNFPA’s mandate • Work closely with the country and state offices teams to ensure RM, partnerships and innovation aspects are well internalized and integrated • Support the coordination, consolidation and quality assurance of donor reports by liaising with programme, states, operations and communications teams to ensure timely, accurate and high-quality submissions in line with donor requirements

New Delhi, as a duty station, presents a dynamic and diverse environment. The living conditions in this vibrant metropolis offer a mix of cultural richness, historical significance, and modern amenities. The city provides various housing options, catering to different preferences and needs. New Delhi's cosmopolitan atmosphere allows for easy integration into its multicultural society. While the city boasts a range of international schools, medical facilities, and recreational opportunities, it is essential to be mindful of factors such as air quality and traffic congestion.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in New Delhi. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents - except for UN Community Volunteers), as well as final repatriation (if applicable).
