You have:

• Minimum of 5 years of relevant professional experience in the areas of programming, resource mobilization, strategic partnerships or other relevant field
• Working knowledge (level C) of English

Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

In Sudan, FAO aims to assist 14.2 million people through its emergency and resilience programme over the next 12 months. FAO’s strategic approach addresses both the immediate needs of vulnerable populations and long-term recovery by building resilience through livelihood interventions that mitigate the impacts of ongoing conflict. Within the ongoing effort, under the 2025 Humanitarian Needs and Response Plan, FAO Sudan seeks USD 156.7 million to meet critical needs of targeted farmers, herders, and fishers. The key areas of its emergency and resilience programme will include: Outcome 1. Ensure access to diversified food sources through life‑saving assistance, increasing household food production and income, Outcome 2. Timely livestock support through mass vaccination campaigns against transboundary animal diseases, and Outcome 3. Contributing to timely and quality evidence produced to inform programming and decision making.

Reporting Lines

The Resource Mobilization and Partnership Specialist will work under the direct supervision of the FAO Representative (FAOR) in Sudan, in collaboration with FAO Regional Office for Near East and Northern Africa (RNE) and the Office of Emergencies and Resilience (OER).

Technical Focus

The Resource Mobilization and Partnership Specialist will provide support to the development of the programme through the mobilization of FAO resources at the country level.

Tasks and responsibilities

Strategic planning:

• Support the development of FAO response plans/appeals that clearly articulate priorities, expected results, cost-effectiveness and the centrality of agriculture to the humanitarian response. • Analyze funding and partnership opportunities. • Draft an RM action plan.

Resource mobilization and partnership:

• Support effective donor outreach, including through bilateral meetings and partner briefings. • Contribute to develop/finalize quality project proposals, in line with FAO and donor requirements. • Support funding negotiations with resource partners at country level, in close collaboration with OER and PSR, as appropriate. • Support and contribute to donor visibility and field visits. • Maintain an updated resource partner contact list. • Liaise closely with FAO Resource Mobilization and Partnership Units/Team at regional, subregional and headquarters levels, including PSR, PSU, RNE, RAF, and OER.

Communication and visibility:

• Design and implement a communications and visibility strategy and related work plans in support of FAO Sudan programme. • Lead in the preparation and design of priority communication and visibility materials as required by the country office. • Work with FAO Sudan project/sector teams to ensure a common approach in the coverage of different areas of focus, advise and provide support with sector specific communication needs. • Contribute to the regular sharing of information on project activities, achievements and lessons learned with relevant stakeholders. • Prepare press releases on key activities in close coordination with the FAOR and the project managers and ensure they are released to the audience on a timely manner. • Manage the FAO Sudan website and twitter page; draft project factsheets, articles, guest columns and social media messages; and monitor media coverage of FAO Sudan activities. • Supervise the projects national reporting and communications specialist and organize training and capacity building activities for FAO Sudan staff in media relations, social media and strategic communications. • Maintain contact with the Office of Corporate Communications (OCC), either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, appropriate review and clearance processes. • Perform other related duties as required.
