Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

Through its Country Offices, or FAO Representations, FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors. The activities of the FAO Country Offices include design and implementation of country-tailored field programmes, liaison with local donor representatives, and active public awareness-raising and outreach activities related to FAO initiatives such as the World Food Day.

Reporting Lines

The Resource Mobilization and Partnership Specialist will work under the overall supervision of the FAO Representative (FAOR) in Malawi, the Assistant FAOR (Programmes) and under the direct supervision of the Head of Policy, Planning and Partnerships and Technical Unit.

Technical Focus

The Specialist will Collaborate with development partners, especially resources partners for increasing resource mobilization.

Tasks and responsibilities

  • Liaising and collaborating with the Donor Committee on Agriculture and Food Security (DCAFS) and the Resident Coordinators Office (RCO) to maintain good partnerships.
  • Supporting the Country Office in pipeline building and resource mobilization in line with FAO Country Programming Framework (CPF).
  • Contributing to partnership building with civil society organizations and the private sector.
  • Briefing and advising the country office on strategies, policies, procedures and templates of relevant donor agencies.
  • Collaborating with partnership and fund liaison teams at Sub-regional, Regional and HQ offices to ensure compliance of the country office with corporate policies and guidelines related to partnership building and resource mobilization.
  • Perform any other tasks assigned by the Section Head.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in international law, business administration, international development, development economics, or another field relevant to the work of the Organization.
  • Five years of relevant experience with fundraising/ resource mobilization, grant and contract negotiations and management related to resource mobilization, partnership and contractual management with major donors, international financial institutions or vertical funds.
  • Working knowledge (proficient – level C) of English and limited knowledge (level B) of one of the other FAO languages (Spanish, French, Arabic, Chinese or Russian). For PSA, only working knowledge of English id required.

  • Demonstrable skills and experience in Resource Mobilization.
  • Demonstrable skills and experience in managing relations and outreach with partners.
  • Extent and relevance of experience in negotiating funding agreements with resource partners.
  • Extent and relevance of experience in agricultural and rural development, food security and emergency responses.
  • Knowledge on FAO Project Cycle and Operational Systems will be an asset.
