Objectives of the Programme and of the Immediate Unit or Field Activity****:

The Resource Mobilization and Management Office (RMO) is a unit within the Budget and Finance Office (BFO), Section of Support to Research (SSR). RMO supports the resource mobilization and project management activities of the Agency, including monitoring and responding to funding opportunities, negotiating contract terms and facilitating contract signatures, and following up on active grants regarding donor reporting and payment. RMO is responsible for performing due diligence on potential donors and partners in the consortium in line with IARC’s Guide to the Framework for Engagement with Non-State Actors (FENSA). It also provides support on attracting new IARC Participating States and on other resource mobilization initiatives, as required.

Summary of Assigned Duties:

  1. Provides leadership and guidance to personnel in the unit and ensures efficient and effective support to the scientific units.

  2. Supporting resource mobilization activities of the Agency:

    1. Provides advice and assistance to relevant staff in the preparation of grant applications and direct contribution proposals.
    2. Monitors and identifies new funding opportunities for competitive grants.
    3. In collaboration with the Strategic Engagement and Resource Mobilization Officer in the Director’s Office, engages and maintains relationship with IARC’s existing and potential donors.
    4. Keeps up to date with funder policies and ensure that changes are communicated to concerned colleagues across the Agency in a timely manner.
    5. Maintains Funder Intelligence for IARC, including improving and maintaining IARC’s centralized donor database in close cooperation with other staff concerned.
    6. Matches IARC’s activities/priorities with potential donor’s missions/centers of interest and facilitates contacts between potential donors and IARC.
    7. Maintains standard operating procedures related to processes within the RMO such as grant application and submission processes.
    8. Prepares periodic reports related to competitive grants and direct funding of the Agency.
  3. Due Diligence:

    1. Performs a due diligence on potential donors and partners in the consortium in line with IARC’s Guide to FENSA.
    2. Liaises with WHO Office for Partnership and Non-State Actors (PNA) for cases requiring PNA’s review.
    3. Archives documents and information related to due diligence and the decision on engagement by the Director.
  4. Grant and donor agreement management:

    1. Assists in contract negotiations with potential donors and in finalization of grant agreements.
    2. Ensures that donor specifications are respected and technical and financial reports to donors are submitted on time.
  5. Potential new Participating States:

    1. Provides support to the Director and senior staff in attracting new Participating States, specifically in preparing a briefing note and background information.
    2. In collaboration with the Strategic Engagement and Resource Mobilization Officer, prepares a business case for each priority country.
    3. Tracks status and archives relevant information and documents.
  6. Other duties:

    1. Ensures that procedures related to timesheets are followed and timesheets are in place as required by the donors for all donor reports submitted.
    2. Participates in resource mobilization coordination meetings at the Agency.
    3. Performs other related duties as requested by the supervisor.

Education (Qualifications):

Essential: Advanced university degree in public or business administration, economics, law, or a related fields.

Desirable: Training in projection management.

Experience:

Essential: At least 2 years working experience in grant management and/or resource mobilization in an international environment.

Desirable: Experience of dealing with very large institutions such as EU and NIH.

Languages:

Excellent knowledge of English with a working knowledge of French. Knowledge of additional languages would be an asset.

Other Skills:

Familiarity with relevant Office software (Word, Excel, PowerPoint, Outlook, SharePoint).

Note******: Start date for this position is normally set for as soon as possible. However, in light of the evolving Covid-19 situation (notably in terms of confinement and travel restrictions), the start date of the position may be impacted until such date that the successful candidate be able to physically report for duty in Lyon, France.

REMUNERATION

IARC salaries for staff in the Professional category are calculated in US dollars. The fixed remuneration for the above position comprises an annual net salary plus a post adjustment which reflects the cost of living in a particular duty station.

Total fixed remuneration for this position currently amounts to USD 69690 (i.e. approximately EUR 61300) per annum which is the sum of: 1) annual net salary of USD 47895 at Level P2 of the UN professional salary scale, plus 2) post adjustment for Lyon, France currently amounting to an annualized figure of USD 21795.

The fixed remuneration is expressed net of income tax but before deduction of the employee share of contributions for mandatory participation in the United Nations Joint Staff Pension Fund and in the Organization’s private insurance plans covering health, accident, illness and disability.

Other benefits include 30 days of annual leave and allowances for dependent family members.

Subject to certain conditions, internationally-recruited staff may also be entitled to relocation travel & shipment, home leave, settling-in grant upon appointment and/or education grant for dependent children.

Employment status is that of international civil servant.
