Background and Objective Under the overall authority and the direct supervision of the Director of the Regional Office of UNESCO in San Jose, Costa Rica, the incumbent provides consultancy services in compliance with the UNESCO rules and regulations, practices, standards, and procedures to strategize, coordinate and provide assistance and support in implementing the resource mobilization efforts of the UNESCO Office in San Jose. The office represents UNESCO in Colombia, Costa Rica, El Salvador, Honduras, Nicaragua and Panama and oversees the work in Guatemala and Mexico. Long Description ---------------- **RESPONSIBILITY** • Support the office in positioning UNESCO as a privileged partner to ministries and other programme stakeholders • Identify niche areas and partnership opportunities with bilateral and multilateral donors and private sector partners • Prospect for new partners and donors aligned with UNESCO’s priorities and values and constantly update the donor mapping and a resource mobilization plan • Carry out other donor outreach as relevant • Conceptualize, organize and participate in donor meetings to identify fundraising opportunities • Establish a system for the regular identification of donor intelligence • Provide advice and support to programme staff in the development of short concept notes for the initial donor approach and subsequently in the development of draft full-fledged proposals • Support the office in developing a constant pipeline of impactful proposals aligned with UNESCO’s programme and budget and follow up on their progress with programme staff • Support the proposal submission process including all necessary coordination and clearance steps within the Organization (liaison with concerned entities at headquarters, obtaining necessary internal clearances, etc.) Long Description ---------------- **CONTRACT DURATION** The duration of the contract will be for a period of up to 11 months. It is expected that the Resource Mobilization Consultant will be based in San José, Costa Rica, for the duration of the contract. The UNESCO telework policy applies.
