ORGANIZATIONAL CONTEXT
This position is within WFP Caribbean, established to implement a multi -country technical assistance and capacity-strengthening programme in the Caribbean region (covering 22 countries and territories), supporting emergency preparedness and response (EPR) functions. WFP work focused to strengthen the use of social protection systems in times of crisis through research, knowledge sharing and advocacy, facilitating intra-regional south-south collaboration, and developing human resource capacity in this area.
The purpose of this consultancy is to assist the Multi Country Office with the strengthening of the overall resource management function which encompasses finance, budget and programming, and administration activities. Provide support in the implementation and alignment to corporate procedures, development of standard operating procedures, provide oversight support and recommendations on internal controls and support capacity development and transition of local staff. The instructions received are broad and the job holder is expected to consistently demonstrate a high degree of responsibility and initiative to respond independently to queries.
JOB PURPOSE
The job holder has a level of expertise and knowledge to adapt and develop systems and processes to continually improve the level of support provided. She/he is able to coach, motivate and develop a team of support staff and is responsible for specialized support services where the work is undertaken. The job holder will deal with issues that are often undefined and involve areas of uncertainty and complex inter-relationships. She/he will take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices.
KEY ACCOUNTABILITIES (not all-inclusive)
- Support corporate finance and resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise.
- Contribute towards the development of country specific plans and processes, aligned with Regional and wider WFP strategy, policies and processes to meet the food assistance needs of beneficiaries within the Country.
- Analyze and report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.
- Monitor and analyze budgets for new and ongoing projects according to established corporate procedures and requirements.
- Where necessary, undertake basic human resource functions related to staff benefits, recruitment of local staff, and training.
- Collate and analyze data for the preparation of accurate and timely reporting, in order to provide management with financial, accounting and budgetary information to enable them to make informed decisions.
- Track and analyze data to identify opportunities for improvements to policies, systems and procedures in order to minimize financial risks, improve the efficiency and effectiveness of operations, and ensure services are aligned with business objectives.
- Where necessary, deliver core administrative services, working with contractors and following standard processes to provide cost-effective, quality and timely services to WFP staff.
- Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
- Represent unit/CO at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
- Track and analyze data to identify opportunities for improvements to policies, systems and procedures in order to minimize financial risks, improve the efficiency and effectiveness of operations, and ensure services are aligned with business objectives.
- Contribute to planning, monitoring and processing administrative actions related to procurement, finance, human resources, etc., including contracts with external vendors to ensure all data is accurately and timely recorded, processed in WFP corporate systems and any operational issues addressed.
- Oversee and implement an electronic records system for the function within established procedures including office filing and reference system and incoming and outgoing correspondences, to ensure swift and easy data access of general management files as required.

15. Coordinate, monitor and supervise administrative actions related to procurement, travel management, inventory management, human resources, etc., including contract management with external vendors, to ensure all data are accurately and timely recorded, processed in WFP corporate systems, in accordance to available rules and regulations and any operational issues addressed.
16. Support the provision of the full range of business support services to staff including the maintenance of personnel files, facilities management, protocol, etc. working in close coordination with internal and external counterparts such as the WFP Regional Bureau focal points, the HR in the UNDP Country Office and local authorities and various vendors in the area of responsibility.
17. Adapt and update administrative processes, supporting the implementation of operating procedures, in order to contribute to the continuous improvement of administration services in the area of responsibility.

STANDARD MINIMUM QUALIFICATIONS
Education: University degree in Finance, Business Administration, Accounting, Economy, or related fields, with additional years of related work.
Experience: At least 5 years relevant professional experience is required in the following:
• Prepare budget plans/ allotments / management of financial transactions
• Monitor budgets/resource plans/pipelines/supply chains.
• Experience performing basic financial analyses and reconciliations at a national and/or field operational level.
• Experience managing financial and budget transactions and has gained experience in administration.
• Demonstrate a high level of proficiency in WFP Finance and administrative operating standards in day-to-day work.
• Has provided coaching or training to new staff members within area of expertise.
• Experience in managing or supervising general administrative work.

Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such, full medical clearance is required.
