Job Purpose

The Resource Development Director, will cover Haiti and the Dominican Republic World Vision (WV) National Offices (NOs) and will be responsible for, but not limited to:

  • Leading the development/update and roll out of the resource development/Grants Acquisition strategy to drive growth in non-sponsorship income from local and international sources in alignment with the National Offices’ strategies.
  • Leading the grants acquisition by building the NOs’ profile according to their resource development strategy, ensuring donor engagement and strengthening NOs’ capacity, this will include leading, coaching staff on proposal development for grants and PNS.
  • Representing WV and networking with the Consortium of Humanitarian Agencies (bilateral, multilateral, international NGOs, NGO’s consortium, local donor delegations, forums, etc.) in both countries.
  • Leading the donor (government, multi-lateral and private sector) and partners relations, engagement and retention, through the promotion of WV´s work and successful grants’ implementation; as a result, maximizing and diversifying the funding base. This includes strong and effective collaboration with other departments to ensure consistent and effective Projects implementation.

Major Responsibilities

Leadership and Strategic Management

  • Promote and develop strategic thinking and a common agenda for the two countries, recognizing specificities of each country.
  • Lead the development/update of the Grant Acquisition Strategy in alignment with the NOs’ strategies and Child Well Being (CWB) targets. Ensure it has clear measurable short, medium and long-term strategies and targets.
  • Enhance WV’s visibility and engagement with strategic stakeholders; ensuring appropriate representation of the NO at strategic foras that could lead to resource acquisition and enhanced programming collaboration.
  • Lead and coordinate the proposal development, including grant writing when needed
  • Lead and identify new funding opportunities and provide strategic direction for business development to pursue non-traditional funding sources, identifying emerging or untapped high potential donors.

Pre-positioning & Donor Engagement:

  • Lead the creation, cultivation and growing relations with donors and partners by developing a donor engagement plan, representing WV Haiti & DR in key internal and external forums, writing winning proposals, contributing to the successful implementation, etc.
  • Identify key relationships that NOs need to build/strengthen to pre-position and elevate WV’s profile with bilateral, multilateral and private sector donors, local governments and partners.
  • In coordination with the Communications and the Operations departments, develop key fundraising and marketing materials (leaflets, capacity statements, success stories, etc.) to showcase the impact of the NOs grant portfolio.
  • Participate in hosting high profile donors and partners with a view to deepening their understanding of WVI programmes.

Grants Compliance and Donor Liaison

  • Act as focal person for strategic links with donors and Support Offices on non-sponsorship funding and contract issues.
  • In close collaboration with the Operations team ensure a successful end-to-end grants process, from ‘start-up’, to ensure a smooth transition from acquisition to implementation, to the ‘close-out’ to ensure donor satisfaction and opportunities to scale up, (donor requirements, communication with donor during the implementation, reports, evaluation, audits, etc.)
  • Build close collaboration with divisional teams, (People & Culture, Finance, Strategy and Operations) to support the grant development process.
  • Actively support the development of evidence-based monitoring, evaluation, and documentation to support future grant development opportunities.

Collaborations, Networks and Learning:

  • Position WV Haiti and DR NOs internally (Support Offices, Regional Offices) and externally with donors and partners, by sharing learning, innovations and best practices.
  • Build close partnerships with WVI Regional Learning Centers and Resource
  • Acquisition Management (RAM) HUBs to provide technical support, learning and share experiences and best practices in GAM.

Mentoring and Coaching (****Capacity Building)

  • Identify capacity gaps in grants acquisition and management and other factors leading to poor win rates and grants implementation and work with SLT to address them.
  • Lead, organize, motivate and develop RAM staff to high standards of performance ensuring multiple successors and talent pool.
  • Lead, manage and facilitate grants acquisition and management capacity building to RAM staff in both NOs, to fill the identified gaps ensuring high performance.
  • Ensure an effective recruitment and retention policy and system is in place.

Knowledge, Skills and Abilities:

Minimum qualification, training and experience required:

  • Master Degree in Social Sciences, Humanities, development studies, International Relations or its equivalent
  • 3-5 years of senior leadership experience in grant acquisition (with a strong track record of winning grants)
  • Develop ’project management’ capacity through training such as PMD Pro.
  • Demonstrated experience in project management with government and multilateral agencies grant funded projects
  • Advanced knowledge/practice of design, monitoring, and evaluation approaches
  • Excellent knowledge of grant compliance procedures for major bilateral and multilateral donors and ability to pay attention to detail
  • Demonstrated team management experience that includes coaching staff to high levels of performance
  • Demonstrated abilities to engage effectively with diverse teams (cross cultural & cross functional) to achieve shared goals
  • Ability to engage at a strategic level and build collaborative relationships with donors and other NGOs
  • Excellent written and oral communication skills in French, English and Spanish with strong competency in proposal writing

Additional work experience and Qualifications required:

  • Proven ability to co-ordinate multiple donors, support offices and funding
  • Familiarity with donor requirements & regulations of OFDA, CIDA, DFID, WFP, UNICEF, KOICA, USAID, EC, ECHO, AECID, German government, Global Fund etc,
  • Multiple skills and working experience in relief and/or advocacy with International NGO.
  • Ability to maintain effective working relationships with all staff and other key partners.
  • Demonstrate leadership and team building ability.
  • Working knowledge of proposal writing and negotiation skills.
  • Understand advocacy theory, process and practice,
  • Significant experience of government donor relations and fundraising: Well informed on latest trends in grants sector.
  • Deep understanding in proposal development process.
  • People management skills: Strong interpersonal on People management skills: Strong interpersonal and networking skills to work cross organizationally and with different cultures.
  • Be a results orientated leader with the ability to handle a heavy work load, manage and satisfy multiple conflicting organizational, donor and other stakeholder demands.
  • Working knowledge of programs/projects cycle management.
  • Demonstrate leadership and team building ability.
  • Good planning and organizational skills.
  • Have the capacity for quick and adequate response in regards to deadlines and must be a results oriented leader who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational donor and other stakeholder demands.

Travel

  • The position requires ability and willingness to travel domestically and internationally up to 40% of the time.
