WFP has been present in Guinea since 1964 providing nutritious and immediate food assistance to affected populations during and in the aftermath of crises. WFP Guinea Country Office (CO) works in partnership with the Government to improve children’s school attendance and performance, enhance nutrition among the population, increase people’s livelihoods, build sustainable food systems and communities’ resilience to shocks whilst improving their access to profitable and stable agricultural markets.
The incumbent will contribute to the growing climate resilience needs, providing effective oversight and leadership for planning, coordination, implementation, integration and monitoring, reporting and learning for the resilience programmes as well as support integration of the climate resilience components into the overall integrated risk management approach. The incumbent will also support design and operationalize resilience activities in consultation with WFP Guinea CO Unites, Sub-Offices, West and Central Africa Regional Office (WACARO), HQ and other relevant stakeholders, both internal and external.
Under the direct supervision of the Deputy Country Director/Head of Programme, the Resilience Officer/Head of Resilience will have the following responsibilities:
• Coordinate and manage all resilience activities and represent the World Food Programme (WFP) Guinea in external meetings and events as relevant. • Provide guidance and support to the Resilience Unit and Sub Office (SO)/Antenna Office colleagues to clarify ambiguities and ensure that operations are consistent with WFP policies. • Maintain an up-to-date resilience activities implementation and expenditure plan, monitor and guide the progress of all resilience activities. • Ensure effective and efficient resilience project implementation in coordination and consultation with Country Office (CO) Units, SOs, West Africa Regional Office (WACARO), Headquarters (HQ), and external stakeholders as relevant. • Ensure coordination and organization of incoming missions including field visits, meetings with government counterparts, timely back-to-office reporting, and follow-up on missions. • Provide inputs, suggestions, and analysis on the implementation and impact of resilience activities for management decision-making. • Prepare briefing notes, presentation materials, and other documents to support informed decision-making by CO management and to update donors and other stakeholders on project progress and beneficiary impact. • Contribute to the development of resilience programme implementation strategic and advocacy documents. • Work with the Partnership and other Units to secure funding for the potential start of new initiatives and/or extension of ongoing projects, and develop funding proposals for potential donors. • Ensure regular updates on the implementation of all resilience activities to CO management, including in writing. • Manage donor contributions and ensure accountability to donors. • Ensure donor compliance, including visibility, quality, and timely reporting requirements. • Ensure gender considerations are incorporated in all resilience activities. • Alert CO management to challenges at an early stage. • Perform any other duties as required by WFP Guinea.

Guinea is located in West Africa. Its capital, Conakry, is the largest city and the main economic and financial hub, with a high population density. • Climate: Guinea has a predominantly tropical monsoon climate, with a rainy season influenced by the harmattan. The average temperature is 29°C to 30°C, and the rainy season runs from June to October. • Population: Guinea’s population is approximately 17,521,167. It is composed of about 24 different ethnic groups, 40% of whom are Fulani. Other major ethnic groups include the Mandinka, Susu, Kissi, Kpelle, and non-African groups. • Religion: About 85% of the population is Muslim; other religions practiced include Christianity and Hinduism. • Safety: Guinea is generally a safe country to visit, but socio-political and criminal incidents persist, particularly in Conakry. It is advisable to avoid traveling at night. Safety guidelines have been developed and are updated by the UNDSS office for reference. • Currency: The local currency is the Guinean franc (GNF), with 1 GNF equivalent to approximately 0.001 USD. • Health: All priority vaccinations are required. Conakry is a family-friendly location. Living conditions, such as the availability of housing, health services, food, and other amenities, vary from region to region.
