Travel:

  • UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

  • The assignment may require the Specialist to travel outside the duty station. In such cases, UNDP will cover travel costs in accordance with corporate regulations and rules.

Office/Unit/Project Description

In November 2013 UNDP/RBAS established the Sub-regionall Response Facility for the Syria crisis (SRF) to contribute to a paradigm shift in the response to the protracted Syrian refugee crisis with the introduction of the Resilience-based Development Approach as a central programming and financing component of the response, which was operationalized in 2015 through the Regional Refugee and Resilience Plan (3RP). At the regional level, the 3RP is co-led by UNHCR and UNDP and brings together more than 270 humanitarian and development partners to work together under a single plan to address both the immediate and longer-term needs of regugees, host communities and host countries (Lebanon, Jordan, Turkey, Iraq and Egypt).

3RP regional planning and monitoring efforts are coordinated by a UNHCR-UNDP Joint Secretariat (JS), hosted by the UNDP SRF at the UNDP RBAS Regional Hub in Amman. Within this framework, the UNDP SRF has lead responsibilities in guiding planning, monitoring, reporting and advocacy on 3RP resilience interventions. As the Syria crisis continues amid compounding crises, including COVID-19, the UNDP SRF continues to promote collective efforts to evolve the resilience response and make it fit-for purpose. The SRF notably renewed its longstanding partnership with the Government of Finland for 2021-2022 to strengthen the resilience response through enhancing capacities for resilience monitoring and expanding opportunities for innovation and private sector engagement in the response.

In this context, the Resilience Monitoring and Evaluation Specialist is expected to serve as the SRF main focal point and play a key role in supporting the SRF work under the JS, working in close collaboration with UNCHR, while coordinating with other 3RP partners at regional and country, to ensure consistent monitoring, reporting and communication on the implementation of the the resilience component of the 3RP response. The Specialist will also support all SRF resilience- related evidence building and knowledge sharing activities. Whilst the SRF comprises a small team, the Specialist is expected to engage with the team and work in close collaboration with UNDP SRF COs’ focal points and M&E specialists in 3RP countries and Syria, the Results-based Management expert and other relevant advisory teams in UNDP Regional Hub in Amman and in RBAS HQ.

Duties and Responsibilities

Scope of work

1. Ensure day to day coordination with UNCHR of 3RP planning, M&E and communication processes, with focus on the resilience response, as part of SRF support to the 3RP Joint Secretariat

  • Coordinate the development of and provide inputs to 3RP annual strategic planning overviews, financial tracking, mid-year and annual progress reports, ensuring data consistency and quality reporting on the 3RP resilience response, including collection of good practices by UNDP and other agencies/organizations; facilitate 3RP inter-agency coordination and other meetings, support communication/advocacy for the resilience response in relation to major resource mobilization events (e.g Brussels Conference on Syria), including drafting of key messages for SRF and UNDP RBAS Senior Management
  • Support other relevant activities related to the implementation of the 3RP Joint Secretariat annual workplan

2. Facilitate knowledge building and sharing on resilience monitoring

  • Support improvements to resilience data analysis and monitoring under the 3RP monitoring framework, incl. managing SRF commissioned research/consultancies (incl. drafting of TORs, contracts, reviews of deliverables) and facilitating multi-stakeholder consultations on resilience measurement and monitoring issues
  • As needed, extend support to UNDP COs in 3RP countries on resilience-based planning and monitoring

3. Support UNDP SRF corporate work planning, monitoring and reporting exercises

  • Help draft SRF annual work plans and progress reports under agreements with UNCHR and donors
  • Ensure SRF priorities and results related to resilience are reflected in UNDP annual corporate/regional planning and reporting exercises and support other monitoring and reporting tasks, as needed.

Required Skills and Experience

Min. Academic Education

Master's Degree in International Studies, development study, M&E, Economics or Political Science.

Min. years of relevant Work experience

A minimum of 5 years of relevant experience at international level in the development and/or humanitarian field

Required skills

Solid experience in the coordination and monitoring of large inter-agency crisis response plans, particularly in refugee crisis settings.

Good understanding of resilience-building concepts and monitoring approaches.

Strong communication and interpersonal skills, and proven capacity to coordinate consultative processes, work with and maintain good relations with partners

Desired additional skills

Solid knowledge of the Syrian refugee crisis context and related issues;

Previous engagement with UNDP or other UN Agencies in the response to the Syrian refugee crisis is an asset

Required Language(s) (at working level)

Proficiency in English with advanced command of speaking and writing.
